Minutes - City of San Leandro City Council and Page - 6 - <br /> Redevelopment Agency Meeting - October 7, 1996 <br /> He said the Planning Commission recommendation to the City Council <br /> was that the current traffic pattern remain without any changes; the <br /> sliding gate onto Harold Avenue remain; removal of the spikes on <br /> Harold Avenue to comply with Fire Department requirements; staff and <br /> property owners to work with the neighbors regarding the feasibility <br /> of speed humps; study the possibility of limiting hours of <br /> accessibility at the pedestrian and vehicular gates; and the <br /> pedestrian gate to remain open. <br /> Staff had recommended to the Planning Commission that the vehicular <br /> gate be allowed for egress only on the Harold Avenue side and the <br /> pedestrian gate be closed. Staff showed slides of the site. <br /> Council Member Loeffler requested information on the back gate and <br /> the number of cars exiting. Staff reconfirmed the same volume as was <br /> noted in the original Conditions. Council Member Loeffler suggested <br /> an analysis regarding the number of cars using the rear gate. <br /> Council Member Young asked if the gates are unlocked. Staff noted <br /> that the northern gate is open, the southern exit gate is left closed <br /> and is car activated, and the pedestrian gate is locked. The Mayor <br /> thanked.staff for the report. <br /> The Hearing was then opened to the public. <br /> 3.1.1 John Sullivan, Owner, said he was representing the residents. <br /> He said many residents have sent letters, signed petitions, <br /> and contacted the Planning Commissioners. He noted the <br /> importance of keeping the gate open. He said for 20 years, by <br /> City permit, the gates have worked well at the complex. He <br /> said only residents are able to enter into the complex. He <br /> said he has looked into police records and has found nothing <br /> to substantiate the concerns of the neighborhood. He said he <br /> had met with Council Member Polvorosa and Gary Feliciano. It <br /> was mutually agreed upon to bring in a mediator. A mediator <br /> was used to help resolve the issue and the Council has <br /> received copies of the mediator's memo. He said he has made <br /> efforts to follow up with suggestions made by the mediator. <br /> He has spoken with the Harold Avenue residents in the last <br /> week, specifically those closest to the complex, and they <br /> report no real concerns. He said photos have been submitted <br /> in the packet for Council's reference. He asked the Council <br /> to consider the needs of the residents; he would like to see <br /> a win -win situation. <br /> 3.1.2 Barbara Tierney, Vice President of Floresta Homeowners' <br /> Association, said there was a letter in the packet to the <br /> Planning Commission. She commented and provided history <br /> regarding the spikes proposed to be removed at the entrance in <br /> order to be in compliance with Fire Department requirements. <br /> She does not want to see too many changes to the complex; the <br /> Board feels people deserve their peace and quiet. <br />
