Mrs. Tierney asked <br /> about the process involved in determining a decision. Staff <br /> reviewed the process and possible directions by City Council. <br /> 3.1.3 Gary Feliciano, Manager, 1476 Harold Avenue, submitted photos <br /> for review by the Council and offered his support for the <br /> staff recommendation to close the pedestrian gate. He said <br /> there have been numerous reports of speeding, trash, and drug <br /> paraphernalia near the complex. With regards to the <br /> pedestrian gate, he said he measured the distance from the <br /> Harold Avenue exit to Braderick Avenue, and it is twice as far <br /> to cross Harold Avenue than to use Washington Avenue. He said <br /> closure of the pedestrian gate will have minimal impact. He <br /> said the only people using the gate are tenants and guests <br /> going to their parked cars on Harold Avenue. He said the gate <br /> is a luxury. He said there is ample parking on site for both <br /> tenants and guests. <br /> 3.1.4 Joe Villareal, 14779 Harold Avenue, commented on the exit gate <br /> and said it had not been agreed upon prior to the <br /> installation. He said the pedestrian gate is the biggest <br /> problem and suggested that they close it. He said there are <br /> traffic problems because of the gate. He noted the former <br /> exit and entrances on Washington Avenue. He urged the Council <br /> to reconsider the Planning Commission recommendation and asked <br /> to be notified of any future meetings regarding the complex. <br /> Vice Mayor Polvorosa asked for clarification regarding the <br /> Conditions surrounding the installation of the gate. Mr. <br /> Villareal said it was for safety reasons only; he said no <br /> pedestrian gate had been mentioned at that time. He said <br /> that, to his knowledge, the gate had not been installed. <br /> Mayor Corbett asked if the study, as recommended, would help <br /> remediate the situation. Mr. Villareal noted that limited <br /> hours might be a consideration. <br /> 3.1.5 Donna Baldwin, 14716 Harold Avenue, opposes the gate due to <br /> neighborhood disruptions at all hours, noise, traffic, and <br /> trash accumulation. She said she feels it is not safe for the <br /> neighborhood. She does not see children and elderly people <br /> using the gate. She would like both gates closed permanently. <br /> If both gates cannot be closed permanently, she suggested a <br /> time restriction on the gate. She said she has witnessed <br /> people jumping over the gate to enter and drug traffic in the <br /> area. <br />
