Ayes: 7; Noes: 0 <br /> The Acting City Clerk administered the Oath of Office. <br /> On behalf of the entire City Council community, Mayor Corbett <br /> congratulated Mr. Burpee on his appointment and thanked him for his <br /> willingness to serve. Mr. Burpee thanked the Council for the <br /> opportunity to give something back to the community. <br /> Council Member Glaze noted he had researched San Leandro history and <br /> had discovered that a member Mr. Burpee's family, Alan Pelton, had in <br /> fact been the Chairman of the Board of Trustees, prior to the City <br /> Council /Mayor form of governing commencing in 1928. He said it was <br /> interesting to note that Mr. Pelton was most famous for creating the <br /> first Commissioner form of government and noted how fitting it was <br /> that another Commissioner come from the family. <br /> 6.2 Resolution No. 96 -179, Resolution Approving Community Development <br /> Block Grant (CDBG) Small Business Loan and Regulatory Agreement - Jot <br /> Mangat, The Englander (provides for financial assistance to small <br /> business, a restaurant and public house at the old Bogie's Nightclub <br /> in Scribner Center, as outlined in the City's "CDBG Economic <br /> Development - Small Business Loan Guidelines "). Ayes: 7; Noes: 0 <br /> 6.3 Matter of City Council Conducting Property Owner Hearing and Approves <br /> Resolution of Necessity Regarding Acquisition of an Easement at 2000 <br /> Wayne Avenue for Marina Boulevard Auto Mall Project. <br /> 6.3.1 Staff Report <br /> - Property Owner Hearing Opened <br /> - Property Owner Comments <br /> - Property Owner Hearing Closed <br /> Development Services Director June Catalano introduced the matter and <br /> said staff had been directed to prepare Resolutions of Necessity for <br /> the easements pertaining to the Auto Mall Project. She said an <br /> essential element of the project is the location of a Nissan <br /> Dealership on the site. She said the original development did not <br /> require the use of easements; however, Nissan requested a Condition <br /> that a new building be constructed at the rear to allow for more <br /> display on Marina Boulevard. In order to do so, the new easements <br /> are necessary. She said staff is working with the property owners; <br /> the Resolutions of Necessity are recommended for approval in case <br /> negotiations break down. Staff believes the Resolutions are <br /> important in order to move the project along in a timely manner. <br />
