He said Gary Kruger, Traffic Engineer for TJKM, was <br /> available to answer any questions pertaining to traffic issues; Jeff <br /> Davenport, Network Conference Company, was also available. Mr. <br /> Emslie noted that the packet included information from the Board of <br /> Zoning Adjustments (BZA) Hearing. He said staff recommends adoption <br /> of the Mitigated Negative Declaration for a Conference Center <br /> Facility. <br /> The Hearing was then opened to the public. <br /> The Appellant was notified of a ten - minute limit for their <br /> presentation. <br /> 3.1 Larry Norry, 2532 Williams Street, said he is acting as the <br /> Appellant on behalf of the Mulford Gardens' Improvement <br /> Association. He said they do not agree with the EIR and said <br /> the traffic study is incorrect. He said the project will <br /> result in more traffic, noise, and dust. He said he did not <br /> agree that traffic will be the same as with the Blue Dolphin <br /> since the project is four times the size of the Blue Dolphin. <br /> He said that, since the project had changed several times, <br /> BCDC may need to review the project again. He is concerned <br /> about the proposed financing; he cited the Oakland Coliseum <br /> and the Oakland Ice Rink as financial problems. He said Taco <br /> Bell or Jack -In- the -Box had been proposed at the Marina some <br /> time ago. <br /> Upon Vice Mayor Polvorosa's request for clarification, Mr. <br /> Norry noted the Marina Master Plan presented in 1990. Mayor <br /> Corbett clarified that the report did not cite a specific <br /> fast -food restaurant in the Study. <br /> Council Member Glaze asked for clarification regarding Mr. <br /> Norry's square- footage calculation. Council Member Loeffler <br /> commented on the change of use from restaurant to conference <br /> center and the corresponding result in the change of traffic. <br /> He cited TechMart in Santa Clara as an example. <br /> City Attorney Steve Meyers stated that land use, only, is the <br /> context of the Hearing this evening. The City Council is <br /> being asked to consider the Appeal by the Mulford Gardens <br /> Improvement Association regarding the Environmental Impact <br /> Report (EIR) and the Conditional Use permit. The City Council <br /> is not discussing whether the City will lease the facility to <br /> the Network Conference Center or any financial issues; the <br /> discussion is regarding land use only. <br />
