Minutes - City of San Leandro City Council and Page - 5 - <br /> Redevelopment Agency Meeting - November 4, 1996 <br /> 3.8 Janice Duran, San Lorenzo Unified School District, said she <br /> supports the project for the employment opportunities and use <br /> by the school districts for collaboration activities. She <br /> said the District would like to join up with businesses to <br /> develop partnerships. She also encouraged high- tech - center <br /> access for students. <br /> 3.9 Jack Sullivan, Willamette Corporation, 2800 Alvarado, supports <br /> the Conference Center. He said his company is part of a <br /> larger corporation that provides training; he said his company <br /> was recently unable to find an appropriate facility. He asked <br /> Mr. Davenport if the quality would be similar to the Hayes <br /> Mansion project. He said he enjoys the Marina location and <br /> does not think the facility would take away from the site. He <br /> noted the Marina dredging and urged the Council to support the <br /> Conference Center. <br /> 3.10 Paul Cayere, 773 Juana Avenue, is the Operations Manager for <br /> Physics International and said there is no location in San <br /> Leandro that will accommodate all of the employees for <br /> meetings, etc. He noted that his business occupies 15 acres <br /> and cited traffic issues. He urged City Council support of <br /> the Conference Center. <br /> 3.11 Gladys Roland, does not want taxpayers to pay for the <br /> Conference Center. She urged support for "One Way Only" <br /> traffic on Marina Boulevard. She said renters on Marina <br /> Boulevard park their cars everywhere. <br /> 3.12 Lou Filipovich, 15376 Laverne Drive, said the Conference <br /> Center is a Redevelopment Agency project. City Attorney Steve <br /> Meyers clarified that it is not a Redevelopment Agency <br /> project. Mr. Filipovich referred to a document regarding <br /> public hearings, California Redevelopment Agencies (CRA), and <br /> accountability of actions. He said other communities have <br /> voted down redevelopment projects. He said the agencies have <br /> tax increments, bond debt, business subsidies, and eminent <br /> domain. <br /> 3.13 Joel DeWitt, 1458 - 138th Avenue, said that, with any project, <br /> there is a cost and a benefit; and it is important to address <br /> the concerns of the neighborhoods and individuals affected. <br /> Closing 5 minutes for the Appellant: <br /> 3.14 Larry Norry said there was never a Marina Master Plan Advisory <br /> Committee meeting, as had been suggested. He cited a <br /> community participation survey and said people do not feel <br /> welcome to participate on task forces, meetings, committees, <br /> etc. He said the Council does not care about the quality of <br /> life for citizens.
