Minutes - City of San Leandro City Council and Page - 6 - <br /> Redevelopment Agency Meeting - November 4, 1996 <br /> and services at the Conference Center will take away business <br /> from others in town. He asked members of the audience to <br /> stand in opposition to the project. <br /> There being no further comments from the public, the Public Hearing <br /> was closed. <br /> M /S /C Galvan and Polvorosa. Ayes: 7; Noes: 0 <br /> Council Member Glaze clarified that this is one step in the entire <br /> process; it is not an approval of the use or the lease. He said <br /> there is a considerable amount of public input and process required <br /> throughout the project. It is a step to try to make the Marina self - <br /> sufficient. He does not want people to be confused by the process. <br /> Council Member Lothrop agreed with Council Member Glaze; she asked <br /> staff to compile a list of the steps to show where they are in the <br /> process. She asked Kathleen Livermore to clarify the square footage. <br /> Ms. Livermore noted the Site Plan and identified the square footage <br /> for each component; she said 58,832 sq. ft. are for the conference <br /> area only; the rooms and restaurant have been calculated separately. <br /> She also noted the replacement use and the shared - parking use <br /> analysis. <br /> Mayor Corbett requested information regarding traffic. She also <br /> • <br /> clarified that the PKF Study was conducted for the purpose of <br /> studying the feasibility of a conference center only, not the hotel - <br /> room use. Gary Kruger, TJKM, noted the traffic counts on Marina <br /> Boulevard in 1986 versus 1996. He said the reduction was most likely <br /> due to the Blue Dolphin. <br /> Council Member Glaze noted the former backup on Doolittle Drive due <br /> to the Nimitz Freeway and that the widening of the freeway alleviated <br /> the problem on Doolittle. Mr. Kruger discussed trip generation, per <br /> day, by use. He said a typical conference center generates almost 12 <br /> trips per room, per day; a hotel generates almost 9 trips per room, <br /> per day. The Network Conference Center traffic would be slightly <br /> less than the Blue Dolphin at its peak. Therefore, the traffic <br /> levels on Marina Boulevard would return very close to former levels. <br /> Mayor Corbett noted the trip generation is based upon the type of use <br /> rather than the size of the building. Mr. Kruger noted that trip - <br /> generation calculations did not include bus or shuttle use; <br /> environmental studies will look at the maximum- or worst -case traffic <br /> scenarios for the traffic calculations. <br /> Council Member Loeffler compared the Blue Dolphin to smaller <br /> restaurant use. <br /> Mr. Kruger said Marina Boulevard, as an arterial street, carries a <br /> large amount of traffic. He said staff has studied resident driveway <br /> use on Marina Boulevard, and the Conference Center will not <br /> significantly change the traffic flow. <br />
