Minutes - City of San Leandro City Council and Page - 7 - <br /> Redevelopment Agency Meeting - November 4, 1996 <br /> Council Member Lothrop noted the importance of continued discussions <br /> about traffic issues with the residents. Wandzia Grycz, Interim City <br /> Manager, clarified that additional meetings will occur in Mulford <br /> Gardens regarding the traffic issues. <br /> Council Member Loeffler asked if a one -way ingress /egress on Marina <br /> Boulevard had been considered. Mr. Kruger said it would reduce the <br /> volume of traffic on Marina Boulevard and greatly impact the <br /> surrounding streets, and it would increase overall traffic volumes <br /> upward to 50% in the area. <br /> Council Member Young clarified that the Council is voting on a land - <br /> use issue only; the project has not yet been approved. City Attorney <br /> Steve Meyers concurred. <br /> Mayor Corbett agreed with Council Member Glaze regarding this being <br /> one step in a series. She said there are issues to be dealt with <br /> beyond this evening's Hearing. She said the Council will be <br /> monitoring those issues very carefully. She noted a letter had been <br /> received by the Council from the Associated Homeowners Association; <br /> a response is being prepared. <br /> Mayor Corbett said there had been allegations regarding the City not <br /> being in support of open space. She said the ability to continue to <br /> operate and maintain the Marina in its current capacity - open space, <br /> park, wetlands, marina, and trails - is a concern and driving force <br /> for the Council. They are trying to prepare for the future, when no <br /> Federal funding will be available for the dredging, to allow the area <br /> to become self sufficient. She said that, without the revenue, they <br /> will not be able to operate it. She said there are many on -going <br /> improvements for the benefit for the entire community. <br /> The following Resolution was then introduced: <br /> 3.1.1 Resolution No. 96 -176, Resolution of the City Council of the <br /> City of San Leandro Approving a Mitigated Negative Declaration <br /> for a Conference Center Facility with Overnight Accommodations <br /> at 30 San Leandro Marina (adopts the Mitigated Negative <br /> Declaration for the Conference Center Facility).
