Minutes - City of San Leandro City Council and Page - 9 - Redevelopment Agency Meeting - November 4, 1996 Council Member Galvan commended Mr. Alexander for his work on the Washington Avenue building. He asked Mr. Alexander to clarify the concept of the Friendship Club and what types of activities will occur on the Washington Avenue site. Mr. Alexander said several other nonprofit agencies will be involved, including Teens on Target and Kids First. He said the youth need direction; he said the work will involve bringing people of all ages together to help each other. He said he had spent some time talking with youth and many feel that they do not have a future. Council Member Glaze asked Mr. Alexander to provide a list of what is needed so that the Council can pass the word along. Mother Wright submitted an information packet to the Clerk for distribution to the Council. A cash donation was made by a member of the audience to help further the work. 4.3 Larry Norry, 2532 Williams Street, clarified his earlier statement regarding the square footage of the conference center. He commented on the October 28, 1996, City Council Work Session Agenda, location, and facilitator. He noted the Council's interest in Marina area improvements, as stated at the Work Session. 4.4 Mason Rashid, Davis West, noted the upcoming Work Session meeting regarding the Oakland Airport Expansion. He urged the Council to look at chapter 4 of the environmental document; San Leandro will be severely impacted. He commented on the Quiet Hours rule over Alameda and Bay Farm Island and said that San Leandro gets more noise as a result; the noise has moved from Alameda to the San Leandro neighborhoods. He offered to serve on a committee to look into the Expansion Project and its impact on San Leandro. He said he cannot sleep at night due to the noise and is concerned about real- estate property values being adversely affected. Mayor Corbett thanked Mr. Rashid for bringing the issue to the attention of the Council. She noted the Public Comment period ending on November 21, 1996; she announced opportunities for public input on Wednesday, November 6, 1996, from 10:00 a.m. to 2:00 p.m. and 7:00 p.m. to 10:00 p.m. at the Oakland Hilton. She said the City had specifically requested a public meeting in San Leandro for the residents to have an opportunity to speak; it is scheduled for Thursday at 7:00 p.m. at Garfield School in San Leandro. She noted that it is a Port of Oakland project. Council Member Galvan commented that the speaker had made some excellent points. He suggested that a City Council Subcommittee be appointed to address all of the issues surrounding the Expansion Project. The Mayor noted that she would consider the suggestion. Council Member Lothrop noted that, in addition to the November 7 date, the City had also put aside November 19 as a possible additional date to acquire comments. She said the City shares the concerns about the Project.
