Minutes - City of San Leandro City Council and Page - 9 - <br /> Redevelopment Agency Meeting - November 4, 1996 <br /> Council Member Galvan commended Mr. Alexander for his work on the <br /> Washington Avenue building. He asked Mr. Alexander to clarify the <br /> concept of the Friendship Club and what types of activities will <br /> occur on the Washington Avenue site. Mr. Alexander said several <br /> other nonprofit agencies will be involved, including Teens on Target <br /> and Kids First. He said the youth need direction; he said the work <br /> will involve bringing people of all ages together to help each other. <br /> He said he had spent some time talking with youth and many feel that <br /> they do not have a future. <br /> Council Member Glaze asked Mr. Alexander to provide a list of what is <br /> needed so that the Council can pass the word along. Mother Wright <br /> submitted an information packet to the Clerk for distribution to the <br /> Council. <br /> A cash donation was made by a member of the audience to help further <br /> the work. <br /> 4.3 Larry Norry, 2532 Williams Street, clarified his earlier statement <br /> regarding the square footage of the conference center. He commented <br /> on the October 28, 1996, City Council Work Session Agenda, location, <br /> and facilitator. He noted the Council's interest in Marina area <br /> improvements, as stated at the Work Session. <br /> 4.4 Mason Rashid, Davis West, noted the upcoming Work Session meeting <br /> regarding the Oakland Airport Expansion. He urged the Council to <br /> look at chapter 4 of the environmental document; San Leandro will be <br /> severely impacted. He commented on the Quiet Hours rule over Alameda <br /> and Bay Farm Island and said that San Leandro gets more noise as a <br /> result; the noise has moved from Alameda to the San Leandro <br /> neighborhoods. He offered to serve on a committee to look into the <br /> Expansion Project and its impact on San Leandro. He said he cannot <br /> sleep at night due to the noise and is concerned about real- estate <br /> property values being adversely affected. <br /> Mayor Corbett thanked Mr. Rashid for bringing the issue to the <br /> attention of the Council. She noted the Public Comment period ending <br /> on November 21, 1996; she announced opportunities for public input on <br /> Wednesday, November 6, 1996, from 10:00 a.m. to 2:00 p.m. and 7:00 <br /> p.m. to 10:00 p.m. at the Oakland Hilton. She said the City had <br /> specifically requested a public meeting in San Leandro for the <br /> residents to have an opportunity to speak; it is scheduled for <br /> Thursday at 7:00 p.m. at Garfield School in San Leandro. She noted <br /> that it is a Port of Oakland project. <br /> Council Member Galvan commented that the speaker had made some <br /> excellent points. He suggested that a City Council Subcommittee be <br /> appointed to address all of the issues surrounding the Expansion <br /> Project. The Mayor noted that she would consider the suggestion. <br /> Council Member Lothrop noted that, in addition to the November 7 <br /> date, the City had also put aside November 19 as a possible <br /> additional date to acquire comments. She said the City shares the <br /> concerns about the Project. <br />
