Minutes - City of San Leandro City Council and Page - 10 - <br /> Redevelopment Agency Meeting - November 18, 1996 <br /> The following Motion was then introduced: <br /> Minute Order No. 96 -55, Matter of Approval of Findings of Fact and <br /> Conditions of Approval Regarding SD- 75 -44; St. Moritz Apartments; <br /> 14744 Washington Avenue; Assessor's Parcel Number 077C- 1305 - 001 -002; <br /> City of San Leandro, Applicant; RM 1800 Residential Multiple Family <br /> District (provides for approval of Findings of Fact, including <br /> Conditions of Approval, and approval of the Monitoring Plan, pursuant <br /> to City Council's direction at the October 7, 1996, City Council <br /> Meeting).Motion Approving Findings of Fact, Including Conditions of <br /> Approval, and Approval of the Monitoring Plan for SD- 75 -44. (1136) <br /> The City Council continued the matter of approving Findings of Fact, <br /> including Conditions of Approval, and approval of the Monitoring Plan <br /> for SD- 75 -44, to the January 6, 1997, City Council Meeting. <br /> M /S /C Glaze and Galvan. Ayes: 6; Noes: Polvorosa <br /> 4. PUBLIC COMMENTS <br /> Public Comments are limited to 5 minutes per person. The public is invited <br /> to make any comments related to Agenda items, or other items of public <br /> interest, at this time. <br /> 4.1 Laverne Anderson, 1495 - 159th Avenue, noted he has some ideas for <br /> children in the community that he will share in the future. He <br /> invited the Council to the Bonaire Potluck Dinner on December 13, <br /> 1996, at 6:00 p.m. <br /> 4.2 Al Rosenga, 534 Parrott Street, commented on the Redevelopment <br /> Advisory Committee and said that some were businesses, but the owners <br /> may not be residents. He said there were no residential <br /> representatives on the list as well. He asked that these issues be <br /> addressed during the report. <br /> 4.3 Russ Salyards, 129 Meadowview Road, Orinda, said he owns 2000 Wayne <br /> Avenue where Loard's Ice Cream and Candies is located. He said a <br /> letter had been sent to Redevelopment Administrator Debbie Potter; he <br /> read the letter to the Council and submitted it to the Clerk for <br /> distribution to the Council. He said that the acquisition is for <br /> private benefit rather than public needs. The letter includes his <br /> counter offer to the City for the easement. He said he understood <br /> that Nissan changed their needs, and it is now affecting his <br /> property. He said he wants to be treated fairly. <br /> 4.4 John Carlson, 721 Joaquin Avenue, spoke about the traffic mitigation <br /> program. He said there is a problem with speeding vehicles. He said <br /> it has been a five -year ordeal for the neighborhood. He is <br /> disappointed with the staff recommendations; he wanted a solution for <br /> everyone affected in the area. <br />
