Minutes - City of San Leandro City Council and Page - 16 - Redevelopment Agency Meeting - November 18, 1996 Council Member Lothrop noted that she did not want to postpone action and would like to move forward with the additional humps. Council Member Galvan agreed with her and noted his appreciation for John Carlson's efforts. Council Member Galvan motioned to move forward with the placement of the 12 humps, a staff report on the signal light at MacArthur Boulevard and Estudillo Avenue, and a staff report regarding potential stop signs on all streets on Morgan Avenue. Council Member Young seconded. Council Member Glaze said the neighborhood could serve as a test study area to see what are the best combinations. He said it is an excellent opportunity to "get it right" before going into other neighborhoods. Vice Mayor Polvorosa clarified that the motion includes stop signs on San Rafael. Mayor Corbett said the Engineering Department staff could determine the parameters of the study. She said the issue has gone on for many years; they are trying to reach a compromise since there are strong opinions about the humps. She said the Council wants to make the most people happy in the area. She said it is clear more work needs to be done regarding speeding. on Estudillo Avenue. The following Motion was then introduced: Minute Order No. 96 -53, Matter of Speed Hump Pilot Program. The City Council directed staff to install twelve (12) additional speed humps on Joaquin, Juana, Dolores, and Maud Avenues; remove the speed hump on Sybil Avenue and all four traffic circles; study the potential for stop signs on Morgan and San Rafael; and study the signal light at Estudillo and MacArthur Boulevard.
