Minutes - City of San Leandro City Council and Page - 17 - <br /> Redevelopment Agency Meeting - November 18, 1996 <br /> 6.1 Resolution of Necessity of the San Leandro City Council Determining <br /> That the Public Interest and Necessity Require the Acquisition of an <br /> Easement in Certain Land and Directing the Filing of Eminent Domain <br /> Proceedings, Alameda County /City of San Leandro Joint Redevelopment <br /> Project Area, Marina Boulevard Auto Mall, Assessor's Parcel No. 077A- <br /> 0714- 001 -09 (approves acquisition of easement at 2000 Wayne Avenue). <br /> Continued from the November 4, 1996, City Council Meeting. <br /> Development Services Director June Catalano noted the direction given <br /> to staff at the November 4, 1996, City Council meeting to continue <br /> the matter for two weeks. She said negotiations have proceeded. She <br /> said the Auto Mall Project will not be able to continue without the <br /> Resolutions of Necessity. She noted that Les Riche, developer, is in <br /> the audience and available for questions. She emphasized that staff <br /> is interested in continued negotiations with the property owners. <br /> Council Member Young asked for clarification on the appraisals and <br /> comparisons. Redevelopment Administrator Debbie Potter noted that <br /> they came from a variety of sources, both within San Leandro and <br /> outside, based upon sales of comparable land. She further clarified <br /> the appraisal process and the severance package. <br /> The following Resolution was then introduced: <br /> Resolution No. 96 -183, Resolution of Necessity of the San Leandro <br /> City Council Determining That the Public Interest and Necessity <br /> Require the Acquisition of an Easement in Certain Land and Directing <br /> the Filing of Eminent Domain Proceedings, Alameda County /City of San <br /> Leandro Joint Redevelopment Project Area, Marina Boulevard Auto Mall, <br /> Assessor's Parcel No. 077A- 0714 - 001 -09 (approves acquisition of <br /> easement at 2000 Wayne Avenue).
