Schroth, KT Morris & Associates, Inc., 44 Calumet <br /> Avenue, San Anselmo, dated November 1, 1996. <br /> Letters Received Supporting the Tax <br /> - Nathan Waldon and Tom Berkelman, 147 Warwick Avenue, San Leandro, <br /> dated October 27, 1996. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Interim Assistant City Manager John Jermanis presented a <br /> staff report regarding the proposed Business License Fee pertaining <br /> to the sale of firearms. He said he had met with local firearms <br /> dealers to obtain their input; it was determined that Traders, <br /> specifically, would be impacted by the tax. He said that, since <br /> there was no specific anti - violence program identified, the projected <br /> revenue would go into the General Fund. <br /> City Attorney Steve Meyers commented on Proposition 218 and said it <br /> imposes restrictions on local governments to impose new taxes. Taxes <br /> adopted by a City must be approved by the voters in the next General <br /> Election. The next Election will be in the Spring of 1998. He <br /> clarified that, if the Ordinance is adopted, it will become effective <br /> only if the voters concur. <br /> Council Member Galvan asked the number of cities within the Corridor <br /> that had passed this type of Ordinance. Mr. Jermanis noted that <br /> Berkeley had passed a similar Ordinance and Oakland had postponed <br /> action. He said the Oakland staff indicated they were going to <br /> consider San Leandro's direction. <br /> Mayor Corbett noted that, while other cities are looking into the <br /> effect of Proposition 218, the original philosophy has not changed. <br /> Council Member Galvan noted that adoption of an ordinance of this <br /> type has not occurred since the passage of Proposition 218. <br />
