Minutes - City of San Leandro City Council and Page - 6 - <br /> Redevelopment Agency Meeting - December 2, 1996 <br /> 8.3 City Council Comments <br /> 8.3.1 Mayor Corbett wished Council Member Glaze a Happy Birthday on <br /> the coming Wednesday. <br /> 8.3.2 Mayor Corbett noted the Annual "State of the City Address" <br /> will be in January. <br /> 8.3.3 Mayor Corbett noted that she had some questions about the <br /> furnishings in the City Hall building. She said she has asked <br /> Ms. Grycz and Mr. Jermanis to look into the matter and to <br /> bring an update to all City Council Members. She asked that <br /> the Council develop policies and guidelines regarding major <br /> City capital improvement projects. She asked for Council <br /> consensus to request that staff prepare an update and develop <br /> guidelines to bring back to the Council. <br /> Council Member Galvan requested specific information related <br /> to dates and amounts for expenditures related to the Mayor's <br /> office furnishings, as well as the City Manager's and <br /> Assistant City Manager's offices. He said he would like to <br /> get a perspective on those three offices, specifically. <br /> • <br /> Mayor Corbett noted issues of oversight. She said she would <br /> like to look at all furnishings related to the entire building <br /> project. <br /> Council Member Loeffler requested a specific report on the <br /> costs, by department. He noted his concern over past process; <br /> he commented on the on -going role of the City Council for <br /> financial management. He noted that the Mayor serves as Chair <br /> to nine of eleven subcommittees; this should be looked into by <br /> the Policy Subcommittee. <br /> Mayor Corbett noted that it has been the practice that matters <br /> are brought forth by the City Manager's office; this has been <br /> the long- standing model. <br /> Council Member Loeffler noted that oversight responsibility is <br /> a key issue. <br /> Council Member Glaze noted a recent comment related to costs. <br /> He said the Council did not know the answer at the time. He <br /> said it is important that numbers and amounts are known. He <br /> said the general public relies on the press for information; <br /> Council may take too long to get the information out to the <br /> public. He said the Council should hear about information and <br /> issues before the press reports on it. He said this has to <br /> end. He said the Council Chambers is where information is to <br /> be released, not informing the press without the other Council <br /> Members' knowledge. He said the Council must be forthright <br /> with everyone. He said it is best to be honest and come <br /> forward with information - that is why the Council is elected. <br />
