Minutes - City of San Leandro City Council and Page - 7 - <br /> Redevelopment Agency Meeting - December 2, 1996 <br /> Mayor Corbett noted the importance of talking together rather <br /> than going to the press. She noted the recent change of <br /> leadership and the opportunity to insist on oversight. <br /> Council Member Galvan noted the importance of every Council <br /> Member knowing what is going on before it happens. He noted <br /> the Japan trip as an example; he said information should have <br /> been shared. He said taking responsibility is important. He <br /> said the former City Manager should not always be blamed. <br /> Mayor Corbett clarified that a memo regarding funding of the <br /> Japan trip had been sent to all Council Members. She said, <br /> with regard to the City Manager position, corrections can now <br /> be made with a new leader. She said a previous City Council <br /> had directed staff to oversee the City Hall project. She said <br /> the Council has indicated they do not want to micromanage. <br /> Council Member Galvan noted their role is to set policy <br /> direction. He commented on the role of the Subcommittee <br /> Chair. <br /> Mayor Corbett said all subcommittee members receive <br /> information not merely the Chair; the Agenda is set by staff. <br /> She said the Chair does not receive information independently. <br /> Council Member Galvan noted that the Mayor is in City Hall <br /> every day and has a responsibility and the opportunity to <br /> discuss issues with the City Manager and staff. <br /> Mayor Corbett noted that the Council directed staff, <br /> specifically, the City Manager, to serve as the Project <br /> Manager on the Civic Center project. She said the role of the <br /> Mayor was specifically determined -- not to micromanage the <br /> project. <br /> Council Member Loeffler noted that he had not been involved <br /> with the retrofit project - it was inherited by later <br /> Councils. He said the Facilities Subcommittee was not <br /> provided information when requested. He said he is concerned <br /> about the use of taxpayers' dollars. He suggested they review <br /> past processes and look into new processes and procedures. <br /> Council Member Glaze noted that this City Council is very <br /> active in looking at expenditures and giving direction. He <br /> noted that the Council Chambers did not have many changes made <br /> to it. <br /> Vice Mayor Polvorosa noted the retrofit budget; it was voted <br /> on but not itemized. He said it was a mistake not to itemize. <br /> He said some money has been spent on fixtures that exceeded <br /> expectations. He said he agrees with Council Member Glaze's <br /> comments regarding discussions to occur within the Chambers, <br /> prior to going to the press. He added that they should have <br /> more compassion for fellow Council Members. <br />
