. <br /> WHEREAS, in accordance with Health and Safety Code Section 33458, the City <br /> Council and the Agency have held a joint public hearing (the "Hearing ") on November <br /> 19, 2001, concerning adoption of the Plan Amendment; and <br /> WHEREAS, notice of the Hearing was published in a newspaper of general <br /> circulation in Alameda County in accordance with Health and Safety Code Section <br /> 33452(a), and a copy of such notice and affidavit of publication are on file with the City <br /> Clerk and Agency Secretary; and <br /> WHEREAS, in accordance with Health and Safety Code Section 33452(b), <br /> copies of the notice of the Hearing were sent by first-class mail to the last known assessee <br /> of each parcel of land in the Project Area as shown on the last equalized assessment roll <br /> of Alameda County on October 5, 2001; and <br /> • <br /> WHEREAS, in accordance with Health and Safety Code Section 33452(c), <br /> copies of the notice of the Hearing were sent by first -class mail to all residents and <br /> businesses within the Project Area on October 5, 2001; and <br /> WHEREAS, in accordance with Health and Safety Code Section 33452(d), <br /> copies of the notice of the Hearing were also sent by certified mail, return receipt <br /> requested, to the governing body of each of the taxing agencies that levies taxes upon any <br /> property in the Project Area on September 17, 2001; and <br /> WHEREAS, the City Council finds and declares that environmental review of the <br /> Plan Amendment approved herein is not necessary, because the Plan Amendment will not <br /> cause either a direct physical change in the environment, or a reasonably foreseeable <br /> indirect physical change in the environment, and is therefore not a "Project" within the • <br /> meaning defined by the California Environmental Quality Act (Public Resources Code § <br /> 21065). <br /> • <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN <br /> LEANDRO DOES ORDAIN AS FOLLOWS: <br /> • Section 1. Plan Amendment <br /> The Plan Amendment, constituting the Sixth Amendment to the Alameda County <br /> — City of San Leandro Redevelopment Project Area, shall read as follows: <br /> The Redevelopment Project Area Map (Attachment A), the Land Use Map <br /> • (Attachment B) and the Legal Description of the Project Area Boundary <br /> (Attachment C) attached to Ordinance No. 2001- 027shall replace Attachment A, <br /> • Attachment B; and Attachment C to the Plan. <br /> The Plan Amendment is hereby approved and adopted. The Plan, as amended by <br /> the Plan Amendment, is incorporated in this ordinance by reference and is hereby <br /> designated as the official redevelopment plan for the Project Area. <br />
