(contractor) will provide crossing guard services using <br /> personnel equipped and trained in appropriate procedures for crossing pedestrians in narked <br /> crosswalks at eight (8) San Leandro Unified School District (SLUSD) and three (3) San Lorenzo <br /> Unified School District (SLzUSD) locations during the 2010 -11 school year. The contracts will <br /> be arranged through each school district; invoices for half of the costs will be submitted to the <br /> City for reimbursement. <br /> BACKCROUND <br /> Due to budget constraints, specifically reductions to the Police Department, the City- funded • <br /> school crossing guard program was eliminated in FY 2009 -10. In August 2009. the San Leandro <br /> Unified School District (SLUSD) attempted to have parents and staff provide volunteer crossing <br /> guard services. These attempts were felt to be inadequate and a number of parents felt that a <br /> paid crossing guard program was needed for safety purposes. This resulted in each district (San <br /> Leandro and San Lorenzo Unified School Districts) partnering with the City to share the costs <br /> for contracts with All City Management Services. Inc. for crossing guard services at eight <br /> SLUSD elementary schools and three SLzUSD schools during the 2009 -10 school year. <br /> As revenues continued to plummet, during the 2010 -11 budget development process, the City - <br /> funded crossing guard program was again eliminated. The budget was adopted without funding <br /> for the contract with All City Management Services. Inc. for crossing guard services at any <br /> schools for the upcoming school year. <br />
