Crossing Guard Services. 2010-11 2 September 7.2010 <br /> At the July SLUSD /City Liaison Committee meeting, the issue was brought forth for discussion. <br /> The SLUSD offered to share the costs to provide contract crossing guard services for the 2010- <br /> 11 school year. City Council members in attendance stated that they would need to bring the <br /> request before the full City Council for consideration. 1t was stated that the Council should also <br /> consider the services for the SLzUSD as well. It was agreed the issue would be brought before <br /> the Council at the first meeting in September, since there were no Council meetings scheduled <br /> for August. <br /> During the 2009 -10 school year. the City maintained the contract with All City Management <br /> Services. Inc. and monthly invoiced the SLUSD for services. Crossing guards were provided at <br /> eight (8) elementary school locations. With SLzUSD. the District maintained the contract and <br /> invoiced the City. Crossing guards were provided at three (3) locations. During FY 2009 -10, <br /> the total cost for services to both districts during was approximately $42,600 with the City <br /> providing $21,300. <br /> Council is being asked to consider providing a one -year contract for crossing guard services to <br /> both the SLUSD and the SLzUSD for the 2010-11 school year. Estimated cost to the City (half <br /> of the contract costs) is $30.753. This is based on eight (8) locations for the SLUSD and three <br /> (3) for the SLzUSD. Some slight changes to the contract for this year from the previous year <br /> include: it will represent the full school year (last year the contractual arrangement did not start <br /> until October); the hourly rate has increased by 3%; and the total number of school days in the <br /> school year has decreased. <br /> At this tine. the SLUSD Hoard of Trustees has approved the concept and will provide services <br /> from August 25 — September 7 in advance of Council action, in order to meet the start of the <br /> school year. Formal adoption of the contract will occur at the September 8 SLUSD Board <br /> Meeting. <br /> Staff is requesting the Council adopt a resolution appropriating $31,000 from the fund balance of <br /> the General Fund balance to pay for half of the costs for both the SLUSD and SLzUSD to <br /> provide crossing guard services. Upon adoption of the resolution, the City Manager will be <br /> authorized to sign invoices for payments in reimbursement to each district. It is further <br /> suggested that the City Manager initiate discussion with both school districts on the crossing <br /> guard program for future budgeting purposes, prior to the 2011 -12 school year as well as the <br /> budget development cycle. <br /> Previous City Council Action(s) <br /> For the 2009 -2010 school year. Council approved an agreement for All City Management <br /> Services. Inc. to provide crossing guard services at eight SLUSD locations on October 27, 2009, <br /> and agreed to reimburse SLzUSD for the services at three locations, since they entered into their <br /> contract directly with the firm. <br /> Fiscal Impact <br /> This partnership with the SLUSD and SLzUSD to provide crossing guard services via contract <br /> with All City Management Inc. for the 2010 -11 school year will cost $31.000, which requires <br />
