OTHER ACTIONS <br /> BARRIERS TO AFFORDABLE HOUSING <br /> Funding <br /> The City of San Leandro will make every effort to apply CDBG, HOME and redevelopment funds <br /> towards affordable housing programs and projects over the next five -year period. <br /> • Land Costs <br /> New construction may be limited due increased market land costs. The City will continue to work with <br /> owners of existing rental units to provide financing in exchange for affordability covenants. <br /> Policy <br /> The Affordable Housing Task Force finalized a recommendation to the City Council in Winter 1997 <br /> which identified priorities and programs for furthering Affordable Housing issues in San Leandro. The <br /> report identified a five -year plan for program and activity implementation; this document will continue <br /> to serve both as policy direction and an educational resource for the community. <br /> LEAD -BASED PAINT HAZARD REDUCTION <br /> Lead -based paint mitigation is implemented on an as- needed basis, in conjunction with the County - <br /> administered Housing Rehabilitation and Minor Home Repair Program. The City will consider future <br /> participation in the Joint Powers Authority (JPA) for the Alameda County lead abatement program. <br /> ANTI- POVERTY ST <br /> The City of San Leandro is committed to funding social services agencies that assist low- income <br /> households in achieving economic independence. The City supported WORKs initiative, a unique <br /> community effort assisting individuals to transition from welfare to self - sufficiency. The program <br /> provides comprehensive employment and support services to help individuals reach personal and <br /> economic sustainability as active members of the community. Led by the Davis Street community <br /> Center, this multi- faceted network of resources and support leads to workplace and personal success for <br /> both employers and job applicants. <br /> San Leandro WORKs targets eligible Cal WORKS participants living in the greater San Leandro area to <br /> offer four weeks of professional evaluation and assessment, plus "soft skill" training for job readiness. <br /> Once participants are ready to interview, the San Leandro Chamber of Commerce Business Network <br /> further evaluates job candidates and provides positive match -ups for interview with East Bay employers. <br /> Following job placements, financial and coaching assistance is provided to assure a successful <br /> transition: (e.g., free childcare, transportation, vouchers, assistance with wardrobe and uniform needs.) <br /> Ongoing individual case management and volunteered community support, is provided each participant <br /> to assist in job retention, career and personal growth. <br /> • <br />
