MINUTES Page 9 <br /> City of San Leandro City Council, San Leandro Hillside Geologic Hazard Abatement District, and San Leandro <br /> Redevelopment Agency Joint Meeting —July 19, 2010 <br /> • Resolution No. 2010 -104, Resolution Establishing November 2, 2010, as the Date <br /> for an Election on a Proposed Ballot Measure Seeking Voter Approval Relating to <br /> the Enactment of a One - Quarter of One Percent (0.25 %) Transactions and Use <br /> (Sales) Tax for Seven Years, Establishing the Policies and Procedures for Such an <br /> Election and Requesting that the County of Alameda Conduct Such an Election <br /> (proposes a measure to provide approximately $4 million annually for the duration <br /> of 7 years). <br /> M/S /C Prola and Reed. Ayes: 6; Noes: 1 (Stephens) <br /> C. Report on Closed Session Actions Taken <br /> No reportable action taken. <br /> 11. CITY COUNCIL REPORTS AND ANNOUNCEMENTS <br /> City Councilmembers report on their activities, including attendance at Intergovernmental <br /> Agency meetings, conferences and seminars, and local events, and make brief announcements <br /> on issues of concern. <br /> Councilmember Souza thanked the audience members for attending and for voicing their <br /> opinions. <br /> Councilmember Prola commented that he believed some Southern California cities have <br /> higher sales taxes than San Leandro has now. He stated that he and Mayor Santos met with a <br /> group of investors who were interested in starting a medical marijuana growing operation in <br /> the industrial area. Councilmember Prola attended the following: the recent blood drive held <br /> in San Leandro; the Chamber of Commerce events for JC Paper and Califomia Refrigeration <br /> Supply; the groundbreaking of the new Kaiser Permanente Medical Center; and the public <br /> meeting on tree removal along San Leandro Creek held by Alameda County at Bancroft <br /> Middle School. He reported on the recent meeting of the Alameda County Mosquito <br /> Abatement District Board. Councilmember Prola commented on a recent news article <br /> regarding the State's halt on solar incentives to schools and government agencies. <br /> Councilmember Starosciak reported that the Alameda County Congestion Management <br /> Agency (ACCMA) and Alameda County Transportation Improvement Authority (ACTIA) <br /> have merged into the Alameda County Transportation Commission (ACTC). The first <br /> meeting of the new Commission is July 22. She also reported that Proposition 22, the League <br /> of Califomia Cities' measure that would prevent the State from taking local funding, has <br /> qualified for the November ballot. Councilmember Starosciak suggested that the Council <br /> consider adopting a resolution in support of Prop 22. She attended the Kaiser <br /> groundbreaking, the Retail Star semi -finals at Bayfair Center, and the San Leandro School <br /> Board community meeting to discuss a potential school bond measure. <br />
