Consolidated Plan Annual Performance Report - FY99 -00 <br /> City of San Leandro <br /> Page 11 <br /> PART II: OTHER ACTIONS UNDERTAKEN <br /> Actions taken to Affirmatively Further Fair Housing <br /> During this time period the City continued to contract with ECHO Housing for fair housing services, <br /> tenant/landlord counseling, and deposit guarantees through the Rental Assistance Program. Based on <br /> results of the sample audit conducted last year, ECF10 Housing provided training and education to <br /> two of the rental owners /managers audited. ECHO's audit findings were that one of the managers <br /> audited demonstrated differential treatment toward African Americans in apartment marketing and <br /> leasing terms; another one of the managers audited produced inconclusive results. ECHO Housing <br /> worked with the managers one on one to discuss the results of the testing and to recommend specific <br /> recommendations for adequate policies. <br /> To extend the training and education to a wider group of landlords, ECHO Housing, with the <br /> collaboration of a private attorney, conducted an evening class on fair housing laws and policies <br /> • during the Multi - Family Management Assistance Program (MMAP) seminar series. Sixty -five rental <br /> managers attended the MMAP series, sponsored by the cities of San Leandro and Hayward, the <br /> County of Alameda, and the Rental Housing Owners Association (RHO). <br /> Outreach to tenants regarding fair housing rights was done through presentations at community <br /> organizations, public service announcements on radio, and distribution of flyers at community events <br /> and at the public library. <br /> The City continued its support to the East Bay Housing Organization (EBHO) campaign for <br /> community acceptance of affordable housing and contributed HOME funds toward the publication <br /> costs of EBHO's Affordable Housing booklet. <br /> Actions Taken to Address the Needs of Homeless Persons and the Special Needs of Persons That <br /> Are Not Homeless but Require Supportive Housing <br /> In addition to the actions taken in coordination with the County-wide Plan, the City of San Leandro <br /> continued to support agencies which provide housing and services to homeless and those at risk of <br /> homelessness. <br /> The City approved a $50,000 CDBG grant for the Housing Alliance Project to be developed by <br /> Allied Housing, Inc. in Castro Valley. The funds will be used toward acquisition of a property for <br /> transitional and supportive housing for homeless and disabled households. <br /> The City, in coordination with the County of Alameda, assisted the San Leandro Shelter for Women <br /> and Children (SLSWC) with the rehabilitation of the new safe house. The new facility, located in a <br /> large lot, single - family neighborhood, provides additional capacity for temporary housing for women <br /> and children who are forced to move due to domestic violence. <br />
