The rehabilitation improvements <br /> made it possible to provide supportive services, child care and children's activities on -site. <br /> The City applied and received approval for a Section 108 loan for the purchase of a property for <br /> future development of senior housing. Working with a non - profit, the City also identified a property <br /> for developmentally disabled housing. <br /> The City also supported the Emergency Shelter Program (ESP), located in Hayward, and the Davis <br /> Street Community Center. ESP provides shelter services, while the Davis Street Community Center, <br /> located in San Leandro for many years, provides food, emergency medical services, motel vouchers, <br /> and referrals for homeless and very low- income families at risk of becoming homeless. Over the last <br /> two years the Davis Street Community Center, with the assistance of the City's Human Resources <br /> Commission Subcommittee on Welfare Reform, obtained a grant for the one -stop center which has <br /> been in operation for over one year. <br /> Actions to Address Obstacles to Meeting Underserved Needs, Foster and Maintain Affordable <br /> Housing, and Eliminate Barriers to Affordable 1 <br /> In the fall of 1996, the City Council adopted the recommendations of the Affordable Housing Task <br /> Force for the Five -Year Affordable Housing Strategy and Implementation Plan. The <br /> recommendations included the following: maintaining affordable rents by assisting owners of older <br /> apartment with rehabilitation and seismic retrofitting, assisting first -time homebuyers by providing <br /> second mortgages, and exploring opportunities for affordable senior housing. During FY 99 -00, the <br /> Apartment Rehabilitation Program activities resulted in the rehabilitation of 12 apartment units and <br /> the construction of 2 new apartments. The First -Time Homebuyer Program assisted 14 home buyers <br /> and provided five home buying seminars for prospective low- and moderate- income buyers. <br /> During FY 1999 -00 the City also applied for and received a Section 108 Loan for the acquisition of a <br /> site for a senior housing development and supported affordable housing education efforts through <br /> participation in EBHO's Affordable Housing booklet and Affordable Housing Celebration in June, <br /> 2000 <br /> Actions Taken to Overcome Gaps in Institutional Structure and Enhance Coordination <br /> During FY 1999 -00, the City coordinated CDBG, HOME, Redevelopment and Community <br /> Assistance funds to provide housing programs, public service assistance, capital improvement <br /> opportunities, and economic development programs to the City. The City Council continued its <br /> support of the Vision Statement. The document emphasizes the desire for strong communication and <br /> participation throughout the community. <br /> The City continued its participation in the Alameda County HOME Consortium and Technical <br /> Advisory Committee (TAC). The Consortium coordinates the planning and use of the local <br /> jurisdictions' HOME funds. The City continued to utilize the Affordable Housing Task Force <br /> recommendations and Five -Year Strategic Plan as the guiding housing policy and worked closely with <br />
