Consolidated Plan Anuual Performance Repon - FY99 -00 <br /> City of San Leandro <br /> Page 5 <br /> Priority #4: Reduce housing discrimination. <br /> Resources Used: <br /> The City applied CDBG and Redevelopment Housing Set -Aside funds to further this priority. <br /> Activities Undertaken: <br /> The City contracts with ECHO Housing, Inc., a regional non - profit fair housing agency, to <br /> provide fair housing complaint investigation, tenant /landlord counseling, and deposit <br /> guarantees through the Rental Assistance Program (RAP). During FY 1999, ECHO Housing <br /> investigated 16 complaints of alleged housing discrimination in San Leandro and provided <br /> counseling and referral to other agencies and /or attorneys. <br /> Based on the results of the sample audit conducted last year, ECHO Housing provided <br /> training and education to the rental owners /managers where audits demonstrated differential <br /> treaunent toward African Americans in apartment marketing and leasing terms. ECHO <br /> Housing and a private attorney conducted an evening class on fair housing laws and policies <br /> during the Multi- Family Management Assistance Program (MMAP) seminar series. Sixty - <br /> five rental managers attended the MMAP, which was sponsored by the cities of San Leandro <br /> and Hayward, Alameda County, and the Rental Owners Association (RHO). <br /> Outreach to tenants regarding fair housing rights was done through presentations, public <br /> service announcements (PSA's) on radio stations, and slyer distribution at community events, <br /> community agencies, and the public library. <br /> In coordination with these efforts, the MMAP program series was utilized as a vehicle to <br /> inform owners and managers of their fair housing obligations. The MMAP series also <br /> provided an opportunity for the Housing Authority to educate apartment managers and <br /> landlords on the use of Section 8 Vouchers and Certificates. <br /> The City continued its support to East Bay Housing Organizations (EBHO) campaign for <br /> community acceptance of affordable housing and co- sponsored the Affordable Housing <br /> booklet and Celebration. <br /> Geographic Distribution and Location of Expenditures: <br /> These programs are offered Citywide. <br /> Leverage of Non- Federal Resources: <br /> N/A <br /> Matching Contributions: <br /> N/A <br /> • <br />
