Consolidated Plan Annual Performance Report - FY 99 -00 <br /> City of San Leandro <br /> Page 6 <br /> Priority #5: Increase the availability of services and housing, and fill gaps along the <br /> continuum of care for homeless people and people at risk of becoming <br /> homeless. <br /> Resources Used: <br /> The City applied CDBG, Community Assistance, and HOME funds to further this priority. <br /> Activities Undertaken: <br /> The City continued its participation in the Continuum of Care strategy as a member of the <br /> Working Group and continued support of emergency housing, transitional housing, and <br /> programs that serve homeless people or people at risk of becoming homeless. The San <br /> Leandro Shelter for Women and Children (SLCWC) completed the acquisition and <br /> rehabilitation of the new Safe House, which received $180,000 in CDBG funds. The Safe <br /> House provides shelter for women and children who must live in a temporary, confidential <br /> setting with access to support services. The new facility has capacity for 20 women and <br /> children and serves clients from San Leandro as well as other parts of Alameda County. <br /> The City provided both CDBG and Community Assistance funds to the San Leandro Shelter <br /> for Women and Children, and the Emergency Shelter Network (ESN). Funds were allocated <br /> for services and facility improvement projects. <br /> The City contracted with ECHO Housing, Inc. to provide a Rental Assistance Program <br /> (RAP) to residents. The program assisted with move -in costspr delinquent rent due to a <br /> temporary financial setback by arranging for a guaranteed repayment contract between the <br /> tenant and landlord. During this time period, thirteen households were assisted. <br /> The City provided CDBG and Community Assistance funding to the Davis Street Community <br /> Center. The Center provides food, motel vouchers, anti a medical clinic to homeless people <br /> and those at risk of becoming homeless. The City also contributed to Emergency Services <br /> Network's (ESN) annual resource guide. <br /> Geographic Distribution and Location of Expenditures: <br /> Davis Street Community Center and RAP provide services Citywide. ESN coordinates <br /> services throughout the County. • <br /> Leverage of Non- Federal Resources: <br /> The City Council annually allocates general funds to create the Community Assistance <br /> Program. ;These funds are made available to non -profit agencies serving San Leandro residents. <br /> i\I atching Contributions: <br /> N/A <br />
