Existing retail sites in the project areas will be more likely to thrive <br /> economically given the presence of increased parking opportunities for their customers and <br /> employees. <br /> The 2004 -2009 Redevelopment Agency Implementation Plan specifically calls for the expansion <br /> and seismic retrofitting of the Estudillo Callan Parking Garage to provide for increased parking <br /> for downtown businesses and customers. The Redevelopment Plans of the Plaza (Sections <br /> 1.12.030 and 1.32.020) and Joint (Section 2.04.050.4) Project Areas both call for the <br /> construction of parking facilities. <br /> Award of Contract for Construction of the Estudillo Callan Parking Garage <br /> Bids were opened on August 25, 2010. Three bids were received with Base Bids for a 4 -level <br /> garage ranging from 57,880,000 to 58,886.345; the engineer's estimate was $8,582,000. Base + <br /> Alternate Bids for a 5 level ranged from $9,160,000 to 510,256,845; the engineer's estimate was <br /> $10,135,000). Webcor Construction is the lowest responsible bidder for both the Base Bid and <br /> the Base + Alternate Bid. Staff has also verified that the Contractor is in good standing through <br /> the Contractors State License Board's website. <br /> The Fiscal Year 2008 -09 Capital Improvement Project Budget included $13 million in funding <br /> for the Estudillo Callan Parking Garage. However, the Redevelopment Agency's financial <br /> situation has changed in the past two years due to the State's take of over 55.3 million in FY <br /> 2009 -10 and FY 2010 -11 and a decrease in the Joint Project Area's assessed property value. <br /> Staff is therefore recommending construction of the 4 -level parking garage project. <br /> The revised estimated cost for the project is 511.4 million which includes design, construction, <br /> overhead and permit costs. Although sufficient funds have been allocated to the Project, staff <br /> recommends that 5500,000 be allocated from the $1 million currently identified in Plaza Project <br /> Area Fund Balance for Town Hall Square. This recommendation is due to the severity of the <br /> Joint Project Area's financial situation and will assist the Joint Project Area in meeting its other <br /> obligations.
