• <br /> 3.4 Duties and Responsibilities of Policy Advisory/Oversight Committees. <br /> SPPAC and ISC shall be responsible for the following functions in connection <br /> with San Pablo Project and the I -880 Project respectively: <br /> 3.4.1 Admission and withdrawal of Participating Agencies; <br /> 3.4.2 Policy formation; <br /> 3.4.3 Compliance with Governmental Rules; <br /> 3.4.4 Review and approval of the operational strategies; <br /> 3.4.5 Review and approval of the O &M Manual; <br /> 3.4.6 Develop funding policies and strategies; <br /> 3.4.7 Review and approval of budgets; and <br /> 3.4.8 Review and approve requests of Participating Agencies to deactivate or <br /> remove Components. <br /> 3.5 SMART Corridor Technical Advisory Committee. <br /> 3.5.1 The SMART Corridor Technical Advisory Committee ( "STAC ") shall be <br /> solely and exclusively responsible for providing technical guidance, recommendations and <br /> advice to the Policy Advisory/Oversight Committees concerning all aspects of the operation of <br /> the Project. Each of the Participating Agencies shall be entitled to representation on the STAC <br /> through a designated staff person, or a Designated Representative, and shall fully participate in <br /> the performance of its functions. STAC shall be primarily responsible for the formulation of <br /> standard operating policies and procedures concerning the ongoing operation of the Project, and <br /> the development and preparation of the O &M Manual for final review and approval by the <br /> Policy Advisory/Oversight Committees. <br /> Smart OM - Version 2 -7- <br />
