2010, one (1) San Leandran homebuyer received MCC assistance to purchase a home while five <br />(5) additional MCC commitments with pending closing documents were issued. <br />♦ First -Time Homebuyer Program (FTHB) <br />During this past fiscal year, the City approved twelve (12) loans under the FTHB down <br />payment/closing cost assistance program. The City outsources administration of the first time <br />homebuyer (FTHB) and inclusionary housing/below market rate ownership (IH/BMR) programs <br />to the nonprofit Bay Area Home Buyer Agency (BARBA). Of the twelve loans, three (3) were <br />for low-income and nine (9) for moderate -income first-time homebuyers. To meet ongoing loan <br />demand which began last fiscal year, the City Council approved $131,000 in additional <br />Redevelopment Set -Aside funds in February 2010 for the loan program. The City's FTHB <br />Program is funded solely with Redevelopment Housing Set -Aside Funds. <br />In FY 2009-2010, BAHBA conducted two (2) City -sponsored and free first-time homebuyer <br />education seminars. BARBA awarded 135 certificates of completion to households attending <br />each of the entire seminars. Through BARBA the City provided free one-on-one homebuyer <br />counseling to twenty-three (23) households, all of whom were low- to moderate -income and San <br />Leandro residents and/or employed in the City. <br />IWAV <br />In June 2010, BARBA conducted an annual post -purchase workshop in San Leandro. This <br />workshop targets existing homeowners and/or loan recipients under the City's FTHB and IH/BMR <br />programs. A primary goal of the post -purchase workshops is to educate existing IH/BMR <br />homeowners about the resale and other affordability requirements under both programs and how to <br />successfully maintain their homes. <br />♦ Inclusionary Housing Program <br />There were no new below market rate ownership units privately developed or built under the City's <br />Inclusionary Zoning Ordinance in FY 2009-2010 due primarily to the ongoing slowdown in the for - <br />sale housing market. <br />Obiective: Create Suitable Living Environment <br />Priority # 4. Reduce housing discrimination. <br />Activities: <br />♦ Eden Council for Hope and Opportunity Housing (ECHO) <br />The City continued to contract with ECHO Housing, a regional non-profit fair housing agency, <br />to provide fair housing services using CDBG funds. ECHO received sixteen (16) fair housing <br />inquiries. ECHO educates people about fair housing laws, rights, and responsibilities using <br />various methods. <br />• ECHO provided information, counseling, and/or investigation in sixteen (16) fair housing <br />inquiries or allegations of housing discrimination involving thirty (30) clients. Of this <br />number ECHO provided counseling and investigative services in fifteen (15) cases <br />involving twenty-nine (29) clients.
