Hollister <br /> City Manager <br /> FROM: Lianne Marshall, Assistant City Manager .r— <br /> BY: Marian Handa, City Clerk <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> MATTER OF RECONSIDERATION OF RESOLUTION SUPPORTING MEASURE M, THE <br /> SAN LEANDRO SPORTS FACILITIES SCHOOL BOND <br /> SUMMARY AND RECOMMENDATION <br /> At its September 20, 2010 meeting, the City Council considered a resolution supporting Measure <br /> M, the San Leandro Sports Facilities School Bond measure. A motion to table the item, and refer <br /> discussion of the "Guidelines Regarding Council Support for Ballot Measures" to the City <br /> Council Rules and Communications Committee, was passed by a 4 -3 vote. <br /> Invoking San Leandro City Charter Section 305(h), Mayor Santos filed a notice with the City <br /> Clerk, suspending the Council's action and bringing the matter back for reconsideration at <br /> tonight's meeting. <br /> BACKGROUND <br /> The San Leandro Unified School District Board of Trustees placed a 550.1 million school bond <br /> measure on the November 2010 ballot. The bond proceeds would fund a complete makeover of <br /> the Pacific Sports Complex, Burrell Field and the San Leandro High School pool, to save them <br /> from closure, plus a district -wide renovation of basic fitness facilities and fields at all of the <br /> District's schools. At the Council's request, staff placed a resolution supporting Measure M, the <br /> San Leandro Sports Facilities School Bond, on the September 20, 2010 City Council meeting <br /> agenda. <br /> After the September 20 City Council agenda was published, but prior to the meeting, it was <br /> discovered that the Council had adopted "Guidelines Regarding Council Support for Ballot <br /> Measures." The Guidelines were adopted on May 3, 2004, but never incorporated in the City <br /> Council Handbook. Adherence to the guidelines would preclude the Council from supporting <br /> Measure M. <br />
