MINUTES Page8 <br /> City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting — September 20, 2010 <br /> M /S /C Prola and Gregory. Ayes: 5; Noes: 0; Abstain: 2 (Souza and <br /> Stephens) <br /> 8.1. Resolution Supporting Measure M, San Leandro Sports Facilities School Bond <br /> (supports Measure M on the November 2010 ballot to fund renovations and <br /> improvements to sports facilities at San Leandro schools and at Burrell Field), <br /> A motion was made by Councilmember Prola, seconded by Councilmember Gregory, to <br /> adopt the resolution supporting Measure M. <br /> Councilmember Stephens expressed concern that making exceptions to the Council's <br /> existing guidelines would be a slippery slope, because the outcome of virtually every <br /> ballot measure would affect San Leandro in some way. <br /> A discussion ensued regarding placing a review of the "Guidelines Regarding Council <br /> Support for Ballot Measures" on the next Rules and Communications Committee <br /> agenda. <br /> Councilmember Starosciak agreed with Councilmember Stephens, commenting that the <br /> matter should be tabled until the Rules and Communications Committee has had the <br /> opportunity to review the guidelines. <br /> A substitute motion was made by Councilmember Starosciak, seconded by Vice Mayor <br /> Reed, to table consideration of Item 8.I., and refer discussion of the "Guidelines <br /> Regarding Council Support for Ballot Measures" to the September 28, 2010 City <br /> Council Rules and Communications Committee meeting. <br /> • Minute Order No. 2010 -036. Motion to Table Item and Refer Discussion of <br /> "Guidelines for Council Support for Ballot Measures" to Rules and <br /> Communications Committee Meeting of September 28, 2010. <br /> The City Council tabled the item and referred discussion of "Guidelines for <br /> Council Support for Ballot Measures" to the Rules and Communications <br /> Committee meeting of September 28, 2010. <br /> M /S /C Starosciak and Reed. Ayes: 4; Noes: 3 (Gregory, Prola and Santos) <br /> Mr. Hollister stated that staff could provide the Highlights from the September 28, 2010 <br /> Rules and Communications Committee meeting, along with any recommended action <br /> by the Committee, to the Council at its October 4, 2010 meeting. <br /> 10. ACTION ITEMS <br /> Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br /> Mayor. <br />
