MINUTES Page 9
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting —September 20, 2010
A. Resolution Approving a Project Operating Agreement with the East Bay Regional
Communications System Authority [EBRCSA] and Authorizing the Execution and
Implementation of Same (approves the City's participation in the development and
operation of a state of the art radio communications system that will provide regional
interoperability).
Mayor Santos gave a report from the EBRCSA meeting held earlier today.
Mr. Hollister gave a summary of the features of the East Bay Regional Communications
System (EBRCS), and reported that most of the cities in Alameda County are members.
The system is estimated to cost $17 million to build; the City's share of the cost would
be approximately $135,000 annually, beginning in FY 2012 -13. The cost would be
budgeted from the General Fund, and staff is also looking into the possibility of using a
small portion of 9 -1 -1 fee revenue toward the cost.
Deputy Fire Chief Dave Rocha reported that the EBRCS costs for the Alameda County
Fire Department are not reflected in the staff report, but are included in the City's
contractual cost for fire services. Deputy Chief Rocha stated that Alameda County Fire
received a $12 million grant, which paid for all of its P25 compliant radios, including
those used in San Leandro.
Police Captain Pete Ballew reported that the Police Department has been preparing for
the transition, by seeking grant funding and other funding sources to help pay for the
system, and ways to minimize costs.
Councilmember Starosciak inquired about the City's options, and the advantages of
joining EBRCS, versus Oakland or BART. Mr. Hollister noted that Oakland has its
own system, and the cost of joining Oakland's system is unknown. Chief Rocha
commented that the greatest benefit to EBRCS is that as a regional system, it would
provide access to mutual aid region -wide.
The Council discussed the system costs, the benefits of interoperability and regional
mutual aid, and the lack of other viable alternatives. Mr. Hollister commented that staff
believes EBRCS is the most viable option for the City, and that the City's share of
system operating costs could decrease if more agencies became members.
• Resolution No. 2010 -124, Resolution Approving a Project Operating Agreement
with the East Bay Regional Communications System Authority [ EBRCSA] and
Authorizing the Execution and Implementation of Same (approves the City's
participation in the development and operation of a state of the art radio
communications system that will provide regional interoperability).
M /S /C Prola and Gregory.
