ITEMS REMOVED FROM CONSENT CALENDAR <br /> Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br /> Mayor. <br /> 8.C. Resolution of Award of Construction Contract to the Chrisp Company for the East 14 <br /> Street Striping and Pedestrian Improvements, Project No. 09- 120 -38 -244 (recommends <br /> award to the lowest responsive bidder in the amount of $118,255 for the subject <br /> project). Bids opened on September 22, 2010. <br /> Councilmember Stephens reported that residents in District 5 are concerned about this <br /> project. He suggested that, since the BRT (Bus Rapid Transit) project has been delayed, <br /> this project could be delayed as well. <br /> Mr. Hollister indicated that the striping project had been pending approval from <br /> Caltrans, and he was unsure what impact a delay would have on the Caltrans permit. <br /> Vice Mayor Reed agreed with Councilmember Stephens regarding the uncertainty of the <br /> BRT project. She suggested that the Council could take action on the East 14 Street <br /> improvements once the future of the BRT project is known. <br /> City Engineer Ken Joseph commented that Caltrans delayed issuance of its permit in <br /> anticipation of some direction regarding BRT. Mr. Joseph reported that the City has 90 <br /> days from the project's bid opening to make a determination. He noted that if the City <br /> waited too long, winter weather could delay the start of the project. <br /> Councilmember Stephens stated that he would like to see action on this project delayed <br /> until additional community outreach can be conducted, and there is a clearer <br /> understanding of what the BRT project will look like in San Leandro. <br /> Councilmember Starosciak agreed with the need for additional community outreach, but <br /> commented that a clearer definition of BRT in San Leandro may be difficult to attain. <br /> No action taken. <br /> 10. Resolution Amending Guidelines Regarding Council Support for Ballot Measures in the <br /> City of San Leandro Council Members' Handbook (allows support of or opposition to <br /> measures that directly benefit or impact a significant portion of the community of San <br /> Leandro or the City of San Leandro).
