Hollister, City Manager <br /> FROM: Michael Bakaldin, Public Works Director <br /> BY: Debbie Pollart, Facilities & Open Space Manager <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> RESOLUTION APPROVING A NON- PROFESSIONAL SERVICES AGREEMENT <br /> BETWEEN THE CITY OF SAN LEANDRO AND MARTIN INDUSTRIES, INC., DBA <br /> CLIMATECH, FOR THE BUILDINGS MANAGEMENT SYSTEM PROJECT <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends Council approve the Non- Professional Services Agreement with Martin <br /> Industries, Inc., DBA Climatech, for a not -to- exceed amount of 5256,357 to complete work <br /> awarded for the 2010 Building Management System Project. <br /> BACKGROUND <br /> In September 2009 the City was allocated 5732,400 as part of the American Recovery and <br /> Reinvestment Act's Energy Efficiency and Conservation Block Grant (EECBG). An internal • <br /> staff panel from Engineering & Transportation, Community Development, and Public Works <br /> was convened to discuss potential projects /programs that met the grant's criteria and could be <br /> completed within the grant's proscribed time frame. <br /> As specified in the City's application for the grant, this project is intended to retrofit buildings <br /> with control systems to monitor diagnostics remotely and improve energy efficiency. Many of <br /> the City's facilities do not have energy management systems. Those that do have controls have <br /> an older Novar system that does not work well to save energy. The systems operate mostly as a <br /> time clock -based control system, with limited ability to control individual zones of lighting and <br /> heating, ventilation and cooling (HVAC). <br /> The City has previously chosen Johnson Controls as the standard controls system for City <br /> facilities (June 15, 2009); the goal being to have a single consistent system across all buildings, <br /> based on BACnet communications across a standard IP network. New controls are being planned <br /> for the following facilities and systems as part of this project: City Hall HVAC and lighting, <br /> Main Library HVAC, Marina Community Center (MCC) HVAC, and Police Department HVAC <br /> system. <br />
