Hollister, City Manager FROM: Michael Bakaldin, Public Works Director BY: Debbie Pollart, Facilities & Open Space Manager SUBJECT PROJECT /PROJECT DESCRIPTION: RESOLUTION APPROVING A NON- PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF SAN LEANDRO AND MARTIN INDUSTRIES, INC., DBA CLIMATECH, FOR THE BUILDINGS MANAGEMENT SYSTEM PROJECT SUMMARY AND RECOMMENDATION Staff recommends Council approve the Non- Professional Services Agreement with Martin Industries, Inc., DBA Climatech, for a not -to- exceed amount of 5256,357 to complete work awarded for the 2010 Building Management System Project. BACKGROUND In September 2009 the City was allocated 5732,400 as part of the American Recovery and Reinvestment Act's Energy Efficiency and Conservation Block Grant (EECBG). An internal • staff panel from Engineering & Transportation, Community Development, and Public Works was convened to discuss potential projects /programs that met the grant's criteria and could be completed within the grant's proscribed time frame. As specified in the City's application for the grant, this project is intended to retrofit buildings with control systems to monitor diagnostics remotely and improve energy efficiency. Many of the City's facilities do not have energy management systems. Those that do have controls have an older Novar system that does not work well to save energy. The systems operate mostly as a time clock -based control system, with limited ability to control individual zones of lighting and heating, ventilation and cooling (HVAC). The City has previously chosen Johnson Controls as the standard controls system for City facilities (June 15, 2009); the goal being to have a single consistent system across all buildings, based on BACnet communications across a standard IP network. New controls are being planned for the following facilities and systems as part of this project: City Hall HVAC and lighting, Main Library HVAC, Marina Community Center (MCC) HVAC, and Police Department HVAC system.
