Estudillo Callan Parking Garage CSA — Walker Parking Consultants 2 December 6, 2010 Analysis Walker Parking Consultants specializes in the design and construction of parking structures. The firm was selected for the design phase based on its qualifications, experience and architectural styles incorporated in its past projects. Throughout the design, Walker Parking provided the City with excellent service. Because it is already familiar with the project, its services through the construction period will provide valuable assistance to the City in completing a LEED Certified and quality project. Its services will include: • Review and comment on construction schedule • Response to contractor's requests for information (RFI's) • Review of material submittals and shop drawing submittals • LEED document review and processing • Preparation of as -built and record drawings Current City Council Policv • To promote and revitalize the downtown area • Elements of this project were taken from the City Council San Leandro /BART Area Revitalization Strategy, as well as the Downtown Plan and Urban Design Guidelines • The San Leandro Redevelopment Agency 2004 -2009 Implementation Plan includes the expansion and seismic retrofit of the 2 -level Estudillo Callan Parking Garage downtown with a goal of providing increased parking for downtown businesses and customers • TOD Strategy includes the development of centralized parking facilities that contribute to pedestrian activity Previous Redevelopment Agency /Citv Council Action(s) • On May 19, 2008, by Resolution No. 2008 -013 RDA, the Board approved a Contractual Services Agreement with Walker Parking Consultants to provide design services for the subject project • On June 7, 2010, by Resolution No. 2010 -005 RDA, the Board approved plans and specifications and called for bids on the subject project • On September 20, 2010, by Resolution No. 2010 -009 RDA, the Board approved a cooperative agreement between the City and the Redevelopment Agency to undertake redevelopment activities as provided in the subject project, at a cost not to exceed $11,450,000; authorizing expenditure of tax funds; and adopting findings required by the Health & Safety Code • On September 20, 2010, by Resolution No. 2010 -125, the City Council approved a cooperative agreement between the City and the Redevelopment Agency to undertake redevelopment activities as provided in the subject project at a cost not to exceed SI1,450,000; authorizing expenditure of tax funds; and adopting findings required by the Health and Safety Code • On September 20, 2010, by Resolution No. 2010 -126, the City Council awarded a contract to Webcor Construction for the construction of the subject project
