Estudillo Callan Parking Garage CSA — AME 3 December 6, 2010 Applicable General Plan Policy • 6.01 Downtown Plan Implementation. In accordance with the adopted Downtown Plan and Urban Design Guidelines, ensure that the new downtown is attractive and creates an image conducive to economic revitalization • 6.07 Parking. Ensure that parking for downtown businesses remains convenient, but take steps to de- emphasize surface parking lots as a dominant feature of the downtown landscape. Establish satellite parking areas, including attractively- designed parking structures, accessed by well- defined and inviting pedestrian passageways Permits and /or Variances Granted City Building Permits were issued. Environmental Review The environmental process for this project was completed as part of the Downtown TOD Strategy Environmental Impact Report (EIR). Code Compliance Review Code review was completed as part of the permit approval from the City of San Leandro Building Division and the Alameda County Fire Department. Sunman' of Public Outreach Efforts • Meetings and communication with neighboring property owners was on -going throughout the design process, addressing both the new facility and temporary parking concerns during construction • During construction, approximately 240 temporary replacement parking spaces will be provided at the former Chamber of Commerce /Mustang bar site on the corner of Davis and Hays Streets and at 1550 East 14` Street, the former Albertsons site Fiscal Impact The estimated cost of this professional consulting service contract is $111,121, and funding is included in the overall project funding allocation. Budget Authority • In September 2010, the Redevelopment Agency recommended, and the City Council approved, an expenditure of up to $11,450,000 of tax increment funds for the Estudillo Callan Parking Garage project.
