To meet these requirements, the City has a
transition plan and a budgeted goal of installing 30 ramps each year.
Analysis
A contract was awarded to Spencon Construction, Inc. on September 21, 2009 in the amount of
5298.700. Construction and punch list work was completed on October 29, 2010.
The project constructed 239 Americans with Disabilities Act (ADA) compliant ramps citywide.
To efficiently use our funding, ramp installations were coordinated with other CIP projects,
including: the East 14` Street Striping Project, the West Broadmoor Roundabout Project, the
I3ancroft Avenue Rehabilitation, and the Park Pathways Project. The contractor's bid for the
work was below the engineer's estimate so the City Manager authorized change orders to use all
budgeted funds to increase the amount of work done, and as a result the change order amount
exceeded the 25% change order limit.
