Hollister, City Manager <br /> FROM: Uchenna Udemezue, Director <br /> Engineering and Transportati Department <br /> 13Y: Kenneth Joseph, City Engin er `/ <br /> Engineering and Transporta ion/ partment • <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> RESOLUTION ADDING TITLE 8, CHAPTER I1 TO THE SAN LEANDRO <br /> ADMINISTRATIVE CODE RELATED TO FINANCING OF SEWER LATERAL <br /> CONNECTIONS TO CITY SEWERAGE SYSTEM FOR PRIVATE SEWER LATERAL <br /> RELOCATIONS NECESSITATED BY SEWER MAIN ABANDONMENTS. <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends approval of adding a new Title 8 Chapter 11 to the San Leandro <br /> Administrative Code related to private lateral relocations necessitated by sewer main <br /> abandonments. <br /> I3ACKGROUND <br /> The City operates and maintains Publicly Owned Treatment Works (POTW) serving the northern <br /> part of the City (Oro Loma Sanitary District serves the remainder of the City). The POTW <br /> includes a network of sewer main pipelines located both within the public right of way and on <br /> private property. Many of the sewer main components are 50 to 100 years old and were installed <br /> before properties were subdivided and developed. At some locations the construction of <br /> buildings and other private improvements have obstructed access to the underground sewer lines. <br /> As the system ages, repair and replacement is required. Where repair and replacement of the <br /> existing pipeline is not feasible due to obstructions or lack of access, the sewer main must be <br /> relocated and the original pipeline abandoned. <br /> Section 505.4 of the City's adopted Uniform Housing Code, requires that every structure with <br /> plumbing fixtures be connected to the POTW. This connection is typically a pipe lateral that <br /> extends from the structure and connects to the POTW sewer main. San Leandro Municipal Code <br /> Section 3 -14 -640 states that ownership and maintenance of the lateral is the responsibility of the <br /> property owner. If it becomes necessary for a POTW sewer main to be relocated it then becomes <br /> the responsibility of the property owner to reconnect to the new sewer main. <br />
