DRAFT MINUTES Page 2 <br />Cite of San Leandro Cite Council and San Leandro Redevelopment Agency Special Joint Meeting — January 17, 2011 <br />City Manager Steve Hollister provided a brief overview and outline of the staff <br />presentation. He complimented the City Attorney's Office and Business Development <br />staffs for their work on this matter. City Attorney Jayne Williams provided the legal <br />basis and background for the proposed actions. Ms. Williams noted that several cities <br />have already taken, or are about to take, similar actions. Business Development <br />Manager Cynthia Battenberg reviewed the information contained in the staff report and <br />the resolutions proposed for adoption. She gave a short PowerPoint presentation, <br />reviewing the four projects to which RDA funding is recommended to be pledged. <br />Staff responded to questions from the Council. Mr. Hollister indicated that staff hopes <br />to have more information on the potential impacts of the Governor's budget on the <br />City's Redevelopment Agency and other City activities. <br />Mayor Cassidy stated that he wanted to be sure the actions taken tonight would not <br />somehow cause a negative impact on the General Fund. Ms. Battenberg noted that <br />funds would not actually encumbered until a project goes out to bid. <br />Public Comments on Item 2.A.: <br />Dave Johnson, President and CEO, San Leandro Chamber of Commerce <br />addressed the City Council, expressing the Chamber's support for the proposed <br />Council /RDA actions, commenting that the state legislature is attempting to preempt <br />cities' options for their revenue sources, without thoughtful discussion about the very <br />difficult circumstances all agencies are experiencing. <br />End of Public Comments on Item 2.A. <br />• Resolution No. 2011 -001 RDA Resolution of the Redevelopment Agency of the <br />City of San Leandro Authorizing a Cooperative Agreement Between the City of <br />San Leandro and the San Leandro Redevelopment Agency, Whereby the Agency <br />Pledges Funds in Support of Specified Projects (binds the Agency to fund and <br />support specified City projects). <br />NI/S /C Prola and Souza. Ayes: 4; Noes: 0; Absent: 3 (Cutter, Gregory, Reed) <br />• Resolution No. 2011 -002 Resolution of the City Council of the City of San <br />Leandro Authorizing a Cooperative Agreement Between the City of San Leandro <br />and the San Leandro Redevelopment Agency, Whereby the Agency Pledges Funds <br />in Support of Specified Projects (binds the Agency to fund and support specified <br />City projects). <br />NI/S /C Prola and Souza. Ayes: 4; Noes: 0; Absent: 3 (Cutter, Gregory, Reed) <br />Mr. Hollister reported that the need to consider the letter to state legislators, opposing <br />the elimination of redevelopment agencies, arose after the meeting agenda was posted. <br />
