Matter of Fiscal Year 2009 -10 Redevelopment Agency of the City of San Leandro Annual Report (outlines financial information of the San Leandro Redevelopment Agency for Fiscal Year 2009 -10 pursuant to California Health and Safety Code Section 33080). Ms. Battenberg gave a PowerPoint presentation, providing basic information on redevelopment, and on the Redevelopment Agency Annual Report. The presentation also covered information on San Leandro's three Redevelopment Project Areas and Housing Set - Aside. Staff responded to questions from the Council. • Minute Order No. 2011 - 004, Motion Accepting the Fiscal Year 2009 -10 Redevelopment Agency of the City of San Leandro Annual Report. The City Council accepted the Fiscal Year 2009 -10 Redevelopment Agency of the City of San Leandro Annual Report. M/S /C Starosciak and Souza. Ayes: 7; Noes: 0 C. Resolution No. 2011 - 009, Resolution of Award of Construction Contract to the Chrisp Company for the East 14 Street Striping and Pedestrian Improvements, Project No. 09- 120 -38 -244 (recommends award to the lowest responsive bidder in the amount of $118,255 for the subject project). Bids opened on September 22, 2010. Engineering and Transportation Director Uche Udemezue provided the history and an overview of the project, and commented on the extensive community outreach conducted by staff. Mr. Udemezue stated that staff is presenting a project that satisfies the needs of the vast majority of the residents, is technically sound, and would solve the issues raised by the community. Principal Engineer Keith Cooke gave a PowerPoint presentation, providing background on the evolution of the East 14 Street configuration from 1996 to present; the extensive community outreach performed by staff, including public surveys and the formation of a 13- member community traffic management group; the issues raised by the community, including the need for ease of left turns onto East 14 Street, congestion at the Dutton Avenue intersection, and pedestrian safety; and staff s recommendation to address these issues.
