Section 18.0 Tuition Reimbursement <br /> The Tuition Reimbursement Program of the City of San Leandro Personnel Manual, Administrative <br /> Procedure 1840 is incorporated here by reference. The maximum tuition reimbursement benefit <br /> under the program is one thousand dollars ($1,000.00) per employee per fiscal year. <br /> It is understood by the parties that classes taken as prerequisites to an approved course of study are <br /> covered by this Tuition Reimbursement Program. <br /> Section 19.0 Bonus Pay <br /> The City Manager, in his sole discretion, may award additional pay based on performance, pursuant <br /> to the provi.,ion of the Pay Plan, Personnel Rules or other authority. <br /> Section 20.0 Employee Furlough Program <br /> Full -time employees will be furloughed from work on an unpaid basis the equivalent of six (6) eight <br /> (8) -hour days (48 hours total) from February 1, 2011 through January 31, 2012. The furlough hours <br /> will be deducted each pay period in two (2) -hour increments. Assuming an employee's salary is <br /> based on 86.67 hours of work per pay period, s/he will be paid for 84.67 hours for each of the 24 <br /> payrolls. <br /> The 48 hours of furlough leave is to be banked for all full -time employees employed as of and <br /> effective February 1, 2011. Although this leave will be banked for employee use in advance of <br /> corresponding salary reductions, it is considered to be accrued at the rate of two hours per pay <br /> period beginning February 1, 2011 (the February 20, 2011 payroll) through January 31, 2012 (the <br /> February 5, 2012 payroll). Employees hired between February 1, 2011 and January 31, 2012 will <br /> receive a furlough bank equal to two hours times the number of pay periods they will be in paid <br /> status during the months in question. Employees will be allowed to use their furlough leave bank in <br /> advance of its accrual and with no additional reduction in salary subject to the following conditions: <br /> • Full -time employees terminating, for any reason, prior to January 31, 2012, who have used <br /> more hours of furlough leave than they have accrued through their date of termination, will <br /> have the equivalent number of hours deducted from their vacation and/or rtime banks prior <br /> to the effective date of the termination. If insufficient vacation/rtime remains, the equivalent <br /> value will be deducted from their final settlement pay. Employees without accrued time or <br /> sufficient settlement pay will be required to repay the City in cash at the time of their <br /> separation from employment. <br /> • For employees commencing a partially- or fully- unpaid leave of absence between February <br /> 1, 2011 and January 31, 2012, leave balances will be monitored by the employee's <br /> department and Human Resources; furlough bank usage will be suspended or reduced for <br /> the duration of the leave to ensure that it remains in balance. <br /> Employees are expected to use these furlough hours on a timely basis subject to normal <br /> departmental time off approval processes, but in no case later than December 31, 2013, after which <br /> date unused hours will be forfeited. <br /> Leave Accruals: Vacation leave, sick leave, administrative leave and floating holiday shall accrue <br /> during the furlough periods as though the employee were on paid status.
