DRAFT MINUTES Page 10 <br />Cite of San Leandro Cite Council and San Leandro Redevelopment Agency Joint Meeting — February 22, 2011 <br />Councilmember Souza thanked Mayor Cassidy for his perspective and comments. <br />She noted that all of the CAC meetings have been open to the public, and <br />members of the public have attended the meetings and participated. She <br />expressed concerned about adding members to the CAC because people believe <br />this is the only way to have a voice in the process. Councilmember Souza stated <br />that she stands by her decision not to increase the membership of the CAC. She <br />indicated that perhaps changes to the CAC could be considered once the current <br />phase of the group's work is completed. <br />Councilmember Cutter appreciated the difficulty of bringing new members up to <br />speed. For those who feel their voices have not been heard, she wondered how <br />that would change if they were made a part of the CAC, and if the addition of a <br />few new members would change the committee's direction. <br />Mayor Cassidy indicated that his intent is not to reconstitute the CAC or imply <br />that the initial process was flawed, but simply to allow additional voices in the <br />discussion. He commented that he was unclear of the CAC's charge, or when its <br />work would end. <br />Councilmember Souza commented on the issue of bringing new members on the <br />CAC at this stage in the process. She questioned whether the new members <br />would be able to provide educated input, and whether they could have an impact <br />on the outcome. <br />Councilmember Starosciak commented that both CAC members and non- <br />members have a voice in the process. As a member of the CAC selection <br />committee, she stated that the committee tried to ensure that members were <br />representative of the community. She noted that malting changes to the CAC now <br />would be harder on both the group and the process. Councilmember Starosciak <br />acknowledged that the question of when the CAC would terminate is a valid one. <br />She suggested that when the CAC's current work is complete, the Council can <br />consider malting changes to the composition, but it mattes sense now to maintain <br />the current composition. <br />Vice Mayor Reed commented that the CAC appointment process was handled by <br />the Shoreline- Marina Committee, rather than by individual Councilmembers, and <br />she felt the Committee did a good job selecting the CAC representatives. <br />Councilmember Prola recalled that Mayor Santos appointed himself and <br />Councilmember Starosciak to an ad hoc committee to matte the CAC selections. <br />He commented that while the CAC is a good committee, it would not hurt to <br />allow the new Mayor to matte a few additional appointments. <br />Mayor Cassidy asked City Manager Hollister about the charge of the CAC and the <br />terms of its members. Mr. Hollister replied that the CAC was charged with <br />reviewing proposals for shoreline development, and that this process will likely <br />
