A motion was made by Councilmember Gregory, seconded by Mayor Cassidy, for the Council to consider allowing the Mayor to appoint three additional members to the Shoreline Development Citizens Advisory Committee. Councilmember Starosciak commented that she felt the appropriate action would be to agendize the matter for a future meeting. Councilmember Prola noted the short timeframe for completion of the CAC's charge, and suggested taking the action tonight. Councilmember Cutter asked how the recruitment of additional members could be done in a thoughtful manner, with a short timeline. A substitute motion was made by Councilmember Gregory, seconded by Councilmember Prola, to authorize the Mayor to appoint three additional members to the Shoreline Development Citizens Advisory Committee, to be approved by the Council. A substitute motion was made by Vice Mayor Reed, seconded by Councilmember Souza, to authorize the Mayor to appoint three additional members to the Shoreline Development Citizens Advisory Committee, to begin their service in the second phase of the Committee's work. Mr. Hollister clarified that the current charge of the CAC would last approximately six months, or about two more meetings. The Council could then decide what the CAC's future charge would be. Councilmember Starosciakc pointed out that the next CAC meeting is scheduled for March 16 and the new members would not be appointed by then. Councilmember Souza withdrew her second to the second substitute motion. Councilmember Prola seconded the substitute motion. He asked if the motion would allow the three new members to join the CAC immediately, and continue to serve through the next phase of the Committee's work. After being told the current motion would not permit it, Councilmember Prola withdrew his second to the second substitute motion.
