DRAFT MINUTES Page 11 <br />Cite of San Leandro Cite Council and San Leandro Redevelopment Agency Joint Meeting — February 22, 2011 <br />conclude in three to six months. The CAC will also review the harbor basin <br />alternatives. <br />Public Works Services Director Mike Bakaldin stated that he believed the CAC <br />members would have two more tasks /meetingsto review the harbor basin <br />alternatives and the developer's conceptual plan, before its charge is complete. <br />A motion was made by Councilmember Gregory, seconded by Mayor Cassidy, for <br />the Council to consider allowing the Mayor to appoint three additional members <br />to the Shoreline Development Citizens Advisory Committee. <br />Councilmember Starosciak commented that she felt the appropriate action would <br />be to agendize the matter for a future meeting. <br />Councilmember Prola noted the short timeframe for completion of the CAC's <br />charge, and suggested taking the action tonight. <br />Councilmember Cutter asked how the recruitment of additional members could be <br />done in a thoughtful manner, with a short timeline. <br />A substitute motion was made by Councilmember Gregory, seconded by <br />Councilmember Prola, to authorize the Mayor to appoint three additional <br />members to the Shoreline Development Citizens Advisory Committee, to be <br />approved by the Council. <br />A substitute motion was made by Vice Mayor Reed, seconded by Councilmember <br />Souza, to authorize the Mayor to appoint three additional members to the <br />Shoreline Development Citizens Advisory Committee, to begin their service in the <br />second phase of the Committee's work. <br />Mr. Hollister clarified that the current charge of the CAC would last <br />approximately six months, or about two more meetings. The Council could then <br />decide what the CAC's future charge would be. <br />Councilmember Starosciakc pointed out that the next CAC meeting is scheduled <br />for March 16 and the new members would not be appointed by then. <br />Councilmember Souza withdrew her second to the second substitute motion. <br />Councilmember Prola seconded the substitute motion. He asked if the motion <br />would allow the three new members to join the CAC immediately, and continue to <br />serve through the next phase of the Committee's work. After being told the <br />current motion would not permit it, Councilmember Prola withdrew his second to <br />the second substitute motion. <br />
