SECTION 4 <br />Alternatives Compared <br />As noted in Section 1, after proposing and describing practicable Alternatives, the Harbor Basin <br />Study now attempts to compare them with each other. The Study does not, however, attempt to <br />rate or rank the alternatives in such a manner as to make a suggestion or a recommendation for a <br />preferred one. Rather, this section contrasts them under what might eventually comprise a list of <br />selection criteria for the City: Recreation, Consistency with Cal -Coast's Proposed Landside <br />Development, Sedimentation Patterns and Hydrodynamics, Technical and Regulatory Opportunities <br />and Constraints, and Relative Initial and Long-term Maintenance Costs. <br />4.1 Recreation <br />This section describes the types of recreational uses that would be provided under each of the three <br />alternatives being considered, makes a determination of whether those types of recreational uses <br />would be considered "aquatic" in nature, and makes some assumptions regarding existing demand <br />for those types of uses. <br />Overall, a variety of recreational uses would be provided under each of the alternatives being <br />considered. The types of recreational uses, however, would differ from one another in terms of <br />costs to the public and whether they would be attractive to a large percentage of the population or <br />only to a select group. It is important to note that a range of recreational opportunities in addition <br />to those proposed within the Harbor Basin are provided in the Marina's shoreline areas, <br />including golf courses, a par course, Marina Park, and those being proposed by Cal -Coast. These <br />existing or future amenities are not considered here. Section 4.2, below, considers recreational <br />and other uses that are being proposed for the shoreline areas by Cal -Coast. <br />Marina Park Alternative <br />As described in Section 2, the Marina Park Alternative would include a smaller Marina than <br />exists today, consisting of approximately 185 slips, a multi -use perimeter promenade along the <br />interior edge of the Harbor Basin, and a small, publicly accessible beach area with stepped <br />shoreline seating and a stage area. The western portion of the harbor basin would be dominated by <br />natural features, including a marsh, wildlife refugia, and various landscape features. <br />In combination, these components would provide a variety of opportunities for passive and active <br />recreational activities, including boating, water contact, walking, bird watching, and attending of <br />performances and other events at the beach.
