The level of development accommodated by the amendments is consistent with the 2009 <br /> projections prepared by the Association of Bay Area Governments, which in turn guide the Bay Area Air Quality <br /> Management District's air quality planning programs. <br /> • <br /> b) The 2007 TOD Strategy ElR and 2002 General Plan EIR both identified significant, unavoidable impacts associated <br /> with continued development in an air basin that does not meet state and federal ozone standards. When each of <br /> these EIRs was certified, a Statement of Overriding Considerations was adopted for project - related air quality <br /> emissions. The two EIRs identified mitigation measures, including policies to reduce driving, regulate construction <br /> in a way that minimizes air pollution sources, promote public education on air quality hazards, reduce particulates <br /> from sources such as fireplaces, control stationary sources, and shift toward cleaner - burning fuels. The General <br /> Plan also incorporates Transportation Control Measures (TCNis) to reduce total vehicle miles traveled. Adoption of <br /> the consistency amendments would not exacerbate these impacts beyond the level previously analyzed in the two <br /> Elks and would not require any additional policies, action measures, or mitigation measures. <br /> c) See response "b" above. A Statement of Overriding Considerations has already been adopted to reflect the impacts <br /> of continued growth in San Leandro on criteria air pollutants. The impact of this growth on criteria pollutants was <br /> analyzed in the 2007 TOD EIR and the 2002 General Plan EIR, and mitigation measures have already been <br /> prescribed. These measures will continue to apply to future construction and no additional impact will occur as a <br /> result of making the General Plan consistent with the previously adopted TOD Strategy and current Housing <br /> Element. <br /> TOD and Housing Element General Plan Consistency Amendments January 2011 • Page 13 <br />
