d) The need for clean -up on the sites within the TOD area, as well as sites identified in the Housing Element, was <br /> previously analyzed in the General Plan EIR and in the TOD Strategy EIR. No additional impacts are expected as a <br /> result of the consistency amendments. The General Plan DR and TOD EIR both included mitigation measures to <br /> address the potential for adverse impacts. These measures correspond to General Plan policies, including Policy 34.02 <br /> which requires clean -up prior to the development or reuse of any contaminated site. The General Plan EIR also included <br /> a mitigation measure which requires a Phase I environmental assessment prior to the redevelopment of any site where <br /> hazardous materials may be present. This will continue to apply. <br /> e) Adoption of the General Plan consistency amendments will not result in a safety hazard for people residing or working <br /> near areas covered by an airport land use plan. Following amendment, the General Plan will continue to be consistent <br /> with the Airport Land Use Compatibility Plan for Oakland International Airport. <br /> f) There are no private airstrips in San Leandro. <br /> g) The impacts of development in the TOD area on emergency preparedness were previously evaluated in the 2007 EIR for <br /> that project and the 2002 General Plan EIR. These impacts were identified as less than significant in these EIRs. There <br /> would be no additional impacts on emergency preparedness resulting from the consistency amendments. <br /> h) The TOD area is already urbanized, and its continued development would not expose additional people to <br /> urban/wildland interface - related hazards such as wildfire. This was determined to be a less than significant impact in the <br /> TOD Strategy ER and the General Plan EIR. Exterior noise levels in this area exceed those identified as acceptable for <br /> residential uses in the General Plan. Mitigation measures were identified in the EIR to address this impact. These measures <br /> will be implemented on a project -level basis as development occurs.
