As
noted earlier in this staff report, Chapter 9 of the Plan is a summary of the 2002 1- lousing
Element. The Chapter consolidates approximately 100 pages of 1- lousing Element text
(Introduction. Evaluation of the Previous Element, Needs Assessment, Sites Analysis,
Constraints Analysis) into eight pages, followed by the goals, policies, and actions reproduced
verbatim.
A new Chapter 9 has been prepared summarizing the 2010 Element. Its format is identical to the
prior Chapter 9. The goals, policies, and actions in the I- lousing Element match what was
adopted by the City Council on April 5. 2010 with two exceptions: (a) Action 58.06 -13 has been
added indicating the City will add Reasonable Accommodations for disabled persons to its
zoning regulations, pursuant to a request from the State Department of Housing and Community
Development (1 -1CD); and (b) some of the narrative text for Action 58.08 -C has been edited to
clarify the City's intent with respect to S13 2. This is also in response to a request from State
IICD. Neither of these changes is substantive.
Overview of General Plan "Addendum"
Following adoption of these changes by the City Council, the General Plan from this point
forward will be supplemented by a 12 -page Addendum. In addition, existing Chapter 9 will be
removed and the new Chapter 9 will be inserted. These materials are included as Exhibit A to
this staff report.
The 12 -page Addendum uses `strike out" (e.g., redlined) and underlined formatting to indicate
where text has been deleted and added, with references to the specific pages and paragraphs
where the changes have been made.
