General Plan Amendments 7 March 21, 2011 <br /> General Plan Map also are included in the Addendum. At this time, the intent is not to reprint <br /> the entire General Plan document with the changes included after this Amendment is approved. <br /> Persons receiving paper copies of the 2002 Plan will be provided with the 12 -page supplement <br /> from this point forward. Persons accessing the Plan on -line will be advised that the 2002 <br /> document has been amended. A link on the City's website will open the 12 -page Addendum <br /> noting the changes. <br /> The General Plan Map will be officially amended. The Map posted on the City's website will be <br /> replaced with a Map showing the new designations and the City's GIS General Plan "shape <br /> files" will be changed to reflect the new designations. <br /> Because of budgetary constraints and the limited time remaining before the General Plan needs <br /> to be completely updated in 2015, staff 1' does not believe that reformatting the entire document to <br /> include the 12 - page Addendum would be cost effective. The software used to format the <br /> General Plan in 2002 is no longer used, and re- flowing the text with a current graphic design and <br /> publishing program would cost several thousand dollars. <br /> Co, reci wn <br /> Staff is recommending the following change to the GP Consistency language shown in the <br /> attached exhibits. <br /> Regarding the definition, the following two sentences to be added to the end of the definition on <br /> Addendum P.4 ( "TOD Mixed Use "): <br /> "The predominant land uses in the TOD Mixed Use are multi - family <br /> residential, retail, office, and civic facilities. Industrial uses may be <br /> acceptable in TOD Mixed Use areas that were planned and zoned for <br /> industrial activities prior to 2007, subject to use permit requirements and <br /> additional standards defined by zoning ". <br /> Also note that Area 20 is also being changed from Downtown Mixed Use to TOD Mixed Use, <br /> consistent with the adopted TOD Strategy zoning. The reason for changing it is to align the <br /> General Plan boundaries with the zoning boundaries. The three shapes (17A, 17B, and 20) are in <br /> the DA -3 and DA -4 zones rather than the DA -1, so they align better with the TOD Mixed Use <br /> category. <br /> Previous City Council Actions <br /> On May 6, 2002, the City of San Leandro adopted an updated General Plan as required by state <br /> law. <br /> On September 4, 2007, the City adopted a Transit Oriented Development Strategy (TOD <br /> Strategy) for an approximately 300 -acre area including the BART Station vicinity and <br /> Downtown San Leandro. The 2002 General Plan was not formally amended at that time, as the <br /> TOD concepts were generally consistent with its transit oriented development policies. <br /> On April 5, 2010, the City adopted a new Housing Element consistent with state law. The new <br /> Element superseded the 2002 Housing Element. At its September 20, 2010 meeting, the City <br /> Council approved an amendment to the City's Administrative Code that formally adopted <br />
