SAN LEAND GENERAL PLAN AMENDMENT' <br /> Janua 2011 <br /> The following edits are hereby incorporated by reference into the San Leandro General Plan, <br /> initially adopted on Map 6, 2002: <br /> P. 1 -3, first column, top paragraph: <br /> - Once this When this Plan is was adopted in 2002, it will- superseded all aspects of the 1989 Plan and <br /> provided a new blueprint for the City's future. Since 2002, the Plan has been amended several times to <br /> keep it current, respond to State mandates, and incorporate plans for smaller areas within San Leandro. <br /> P. 1 -3, shaded text box, second.column. Add new bullet after third bullet: <br /> • Downtown San Leandro Transit - Oriented Development Strategy (p. 3 -90) <br /> P. 1 -8, first column, following last paragraph, add new paragraph: <br /> Five years after adoption of the General Plan, the City Council adopted the Downtown San Leandro <br /> Transit Oriented Development Strategy (TOD Strategy). The TOD Strategy is fully consistent with the <br /> General Plan's goals and policies, and helps advance the Plan's emphasis on sustainable growth, <br /> placemaking, downtown revitalization, increased transit ridership, and mixed use development linked to <br /> public transportation. The Strategy established a land use framework, circulation system, and <br /> development guidelines to focus new development in Downtown San Leandro for the next 20 to 30 years. <br /> The 2015 General Plan, including the Land Use Map, was revised to reflect the new opportunities and <br /> directions provided by the TOD Strategy. In 2010 the General Plan was amended again to incorporate an <br /> updated Housing Element covering the period from 2007 to 2014. <br /> P. 2 -14, first column. Amend second paragraph as follows: <br /> • <br /> Calculating San Leandro's development potential depends on the assumptions that are made about the <br /> underutilized sites. Analyses conducted as part of the General Plan Update in 2000 indicated that there <br /> were are about 520 dwelling units that had have recently been completed or were ace -new -under <br /> construction in the City. The potential for another 170 single family units and 230 multi - family units was <br /> has -been identified on sites that were ace- euereatly- vacant. • . - -- . : :: ._ _ - . <br /> more multifamily units on underused commercial sites. I lowever. strong redevelopment incentives may <br /> be needed to spark significant residential growth along these corridors during the next 10 years. <br /> Residential development capacity substantially increased in 2007 when the TOD Strategy was adopted. <br /> TOD- related zoning changes in 2007 created the capacity for about 3,430 new dwelling units on about 40 <br /> 'opportunity sites" in the vicinity of the Downtown BART Station. This capacity was affirmed in the <br /> 2010 Housing Element, which reported the physical potential for 2,700 new units in the city by 2014. <br /> The City's commercial and industrial development potential is even more difficult to calculate.
