Surrounding land uses include residential to the south, and commercial to the <br /> north. The Union Pacific Railroad Tracks lie to the east of the project site. The reach of San Leandro <br /> Creek immediately downstream of the bridges consists of a concrete - lined, trapezoidal flood control <br /> channel. The creek banks on either end of the bridge are steep and covered in dense vegetation. <br /> primarily blackberry (Rubus sp.) and English ivy (Hedra helix). Portions of the ground surface not <br /> covered in blackberry support non - native annual grasses. <br /> The City of San Leandro General Plan land use designation for San Leandro Creek is Resource <br /> Conservation (City of San Leandro 2002). This land use designation includes land within and <br /> immediately along the banks of San Leandro Creek. This designation denotes land which is to remain <br /> undeveloped due to high environmental sensitivity, or land to be used primarily for passive recreation <br /> (such as walking trails). Development is generally not permitted in Resource Conservation areas; the <br /> land is to be managed to enhance and restore its natural features. <br /> The City of San Leandro zoning designation for San Leandro Creek is Open Space (OS). Uses <br /> permitted in OS districts include managed open space for the protection of natural habitat, minor <br /> utilities. and accessory uses incidental to open space use (San Leandro Zoning Code, Part II, Article <br /> 8. Section 2 -804). <br /> Discussion: <br /> a) Physically divide an established community? <br /> No Impact. The physical division of an established community typically refers to the <br /> construction of a physical feature (such as an interstate highway or railroad tracks) or removal of <br /> a means of access (such as a local road or bridge) that would impair mobility within an existing <br /> community, or between a community and outlying areas. The project would entail the upgrade of <br /> existing pipe bridges over San Leandro Creek.
