PASS TO PRINT: An Ordinance Amending Sections of the San Leandro Municipal <br />Code Relating to Administrative Appeals Hearings (amends sections in various chapters <br />to streamline and clarify the administrative hearing process). <br />Councilmember Cutter inquired if there would be additional staff costs associated with <br />the hearing procedure change. Community Development Director Luke Sims stated that <br />the City would likely achieve staff time savings as a result of the change, including <br />overtime savings resulting from hearings being conducted during business hours. <br />Ordinance No. 2011 -006 an Ordinance Amending Sections of the San Leandro <br />Municipal Code Relating to Administrative Appeals Hearings (amends sections in <br />various chapters to streamline and clarify the administrative hearing process). <br />Passed to print. <br />M/S /C Cutter and Prola. Ayes: 7; Noes: 0 <br />10. ACTION ITEMS <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br />A. ADOPT: An Ordinance of the City of San Leandro Repealing Section 6- 1- 430(a)(3) of <br />the San Leandro Municipal Code, and Adopting a New Section 6- 1- 430(a)(3) <br />Permitting the Parking of Recreational Vehicles on Residential Streets upon Request for <br />Exemption (permits the parking of recreational vehicles on residential streets 24 times <br />per year). <br />City Manager Hollister pointed out a minor change to the ordinance, to clarify the intent <br />of the amendment to permit 24 roundtrips per year. <br />Councilmember Souza requested and received confirmation from staff that each of the <br />24 permits allows an RV (Recreational Vehicle) to be parked on a residential street for <br />up to 72 hours on each end of a roundtrip, for a maximum of 144 days per year; that <br />RVs can be parked in driveways; and that the permits are address - specific. <br />Councilmember Prola commented that many RV owners do not need or use the full 72 <br />hours. <br />Public Comments on Item W.A.: <br />Tom Saunders, San Leandro resident, addressed the City Council, commenting that <br />most RV owners do not park their vehicles on the street for the full 72 hours. Mr. <br />Saunders noted that most RV owners in San Leandro have not been cited, but he has <br />received citations due to complaints that have been made against him. <br />
