DRAFT MINUTES Page 3 <br />Cite of San Leandro Cite Council and San Leandro Redevelopment Agency Joint Meeting — April 4, 2011 <br />With concurrence of the City Council, Item 8.C. was taken at the end of Item 2, <br />Presentations/ Recognitions. <br />8.C. Resolution No. 2011 -066 Resolution Appointing Linda Entrikin as District 3 Member <br />to Library - Historical Commission. <br />M/S /C Prola and Souza. Ayes: 6; Noes: 0; Absent: 1 (Cassidy) <br />Newly- appointed Library - Historical Commissioner Linda Entrikin took her Oath of <br />Office administered by Deputy City Clerk Vivian Chiu. <br />3. PUBLIC HEARINGS — CITY COUNCIL <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br />None. <br />4. PUBLIC HEARINGS — OTHER <br />None. <br />5. PUBLIC COMMENTS <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br />Michelle Blumstein, San Leandro resident, addressed the City Council, requesting that the <br />City disallow the Dowling Triangle Sewer Relocation Project to move forward in its current <br />form and reevaluate the policy for relocating failing sewer mains. She commented that public <br />participation was lacking in the adoption of the policy on December 20, 2010, and that the <br />City should be responsible for the cost of the sewer relocation. <br />Frank Hicks, San Leandro resident, addressed the City Council, commenting that the <br />sewer fees should cover the connection to the proposed new sewer main and that the City <br />should be responsible for the infrastructure. He read excerpts from several City - issued <br />documents. <br />
