Spagnoli, Chief of Police - Police Department BY: Jim Lemmon, Police Lieuten Traffic Division, Police Departme t SUBJECT PROJECT/PROJECT DESCRIPTION: RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH REDFLEX TRAFFIC SYSTEMS FOR THE RENEWAL OF THE RED LIGHT PHOTO ENFORCEMENT PROGRAM SUMMARY AND RECOMMENDATION On September 13, 2005 the City of San Leandro entered into an agreement with Redflex Traffic Systems, Inc, for a Red Light Photo Enforcement Program to be administered at six (6) different approaches throughout the city. The contract was for a period of five (5) years and expired on December 12, 2010. Since the expiration of the contract the program has continued through an extension agreement that was signed by the City Manager on December 9, 2010 and again on February 10, 2011. The extension agreement expires April 12, 2011. It is recommended that the City Council authorize the City Manager to execute a renewal of the contract with Redflex Traffic Systems to continue the Red Light Photo Enforcement Program at five (5) approaches through December 31, 2018. The contract renewal has a provision that allows for a Financial Feasibility Review of the agreement after four (4) years, with the ability to terminate the agreement at the end of the fifth year. BACKGROUND Analysis Statistical data provided by the City of San Leandro Traffic Engineering Department has shown a decrease in the number of collisions since the implementation of the program at these intersection approaches. The collision data provided showed a four (4) year period prior to the cameras being installed and the four years following. There was a decrease of over 30% during this time period from 136 collisions down to 93. Red light violations directly affect the quality of life in our community and create a serious danger to the motoring public and law enforcement officers. While the San Leandro Police Department diligently endeavors to make the streets safe, a Red Light Camera Program provides 24 -hour, 7- days -a -week enforcement in an effort to reduce violations and collisions.
